The Minister of Construction has recently signed a decision approving the expansion of the Ho Chi Minh City – Trung Luong – My Thuan Expressway under the PPP (Public-Private Partnership) model. This project stands as one of the most critical initiatives for the Southern Key Economic Region, aiming to alleviate the long-standing traffic congestion on this vital artery connecting the Mekong Delta to Ho Chi Minh City.
The expansion spans over 96 kilometers, starting from Cho Dem Junction in Ho Chi Minh City and ending at the northern end of My Thuan 2 Bridge in Dong Thap Province. The route traverses Ho Chi Minh City, Long An (now part of Tay Ninh), and Dong Thap.

According to the approved plan, the Ho Chi Minh City – Trung Luong segment will be expanded to 8 lanes, with future plans to complete a 10-12 lane layout. The sections from Trung Luong to My Thuan and from An Thai Trung to My Thuan 2 Bridge will be upgraded to 6 lanes, ensuring a design speed of 100-120 km/h.
The expansion includes the integration of a smart traffic management system, non-stop toll collection, weight control, and seamless connectivity with adjacent routes. Two new rest stops will be strategically placed along the route to cater to travelers’ needs.
The project also involves the renovation and upgrade of 8 existing interchanges, along with the addition of 2 new interchanges to enhance connectivity. Approximately 1,070 hectares of land will be acquired, with the majority already cleared from the previous phase; an additional 120 hectares will be focused in Long An and Dong Thap.

The total investment for the project exceeds 36.17 trillion VND, comprising 15% equity from the investor and 85% mobilized capital. The initial service fee is set at 2,100 VND/km for group 1 vehicles. With financial parameters such as a 10.5% annual loan interest rate and an 11.7% return on equity, the project’s payback period through toll collection is estimated at 17 years and 3 months.
The project is slated to commence this year and is expected to be completed and operational by 2028. Once finished, the expanded expressway will serve as a strategic transportation axis for the Mekong Delta, not only reducing congestion but also fostering socio-economic development across the region.
This project is considered a pivotal step toward the comprehensive development of the “backbone expressway network” connecting Ho Chi Minh City, Can Tho, and Ca Mau, unlocking new growth opportunities for the entire region in the decades to come.
Upgrading Hanoi’s Gateway: Transforming Key Highway Routes
The rapid increase in traffic has led to severe congestion on the Cau Gie – Ninh Binh Expressway, prompting authorities to consider expanding it to six lanes. The Ministry of Construction has proposed assigning the project to VEC to ensure timely completion and efficient operation.
