The Trial of Former Vinh Phuc Provincial Party Chief Hoang Thi Thuy Lan

Former Vĩnh Phúc Provincial Party Committee Secretary Hoàng Thị Thúy Lan has been sentenced to 14 years in prison for accepting nearly 48 billion VND in bribes. She has filed an appeal seeking a reduced sentence.

The Hanoi High-Level People’s Court of Appeal has scheduled a hearing for December 15th to review the appeal of the Phuc Son Group case.

In this case, defendant Hoang Thi Thuy Lan, former Secretary of the Vinh Phuc Provincial Party Committee, has appealed for a reduction in her 14-year sentence for “bribery.” Other defendants appealing for reduced sentences include: Le Duy Thanh, former Chairman of the Vinh Phuc Provincial People’s Committee; Pham Hoang Anh, former Deputy Secretary of the Vinh Phuc Provincial Party Committee; Le Viet Chu, former Deputy Chairman of Quang Ngai Province (later served as Secretary of the Quang Ngai Provincial Party Committee); Pham Van Vong, former Secretary of the Vinh Phuc Provincial Party Committee; Phung Quang Hung, former Chairman of the Vinh Phuc Provincial People’s Committee; Ha Hoa Binh, former Vice Chairman of the Vinh Phuc Provincial People’s Committee, and several former officials and civil servants from departments in Vinh Phuc and Quang Ngai.

Previously, in this case, Nguyen Van Hau, Chairman of Phuc Son Group, was sentenced by the Hanoi People’s Court to 30 years in prison for “bribery” (14 years), “violating bidding regulations causing serious consequences” (9 years), and “violating accounting regulations causing serious consequences” (7 years). He initially appealed for a reduced sentence but has since withdrawn his appeal.

Nine defendants were charged with “bribery”: Hoang Thi Thuy Lan (14 years), Le Duy Thanh (12 years), Pham Hoang Anh and Dang Van Minh, former Director of the Department of Transport and former Chairman of Quang Ngai Province (8 years each), Nguyen Van Khue, former Vice Chairman of Vinh Phuc Province, Le Viet Chu and Cao Khoa, former Chairman of Quang Ngai Province (7 years each), Hoang Van Nhiem, former Deputy Director of the Department of Finance of Vinh Phuc Province (4 years 6 months), and Chu Quoc Hai, former Deputy Director of the Department of Natural Resources and Environment of Vinh Phuc Province (4 years). Other defendants received sentences ranging from 2 years’ probation to 6 years in prison.

According to the verdict, the defendants’ actions undermined the reputation and integrity of the involved agencies and organizations, causing significant damage, loss, and waste of state assets. Their actions compromised the fairness and transparency of bidding processes, negatively impacted the investment environment, and hindered the mobilization of social resources. These actions also severely affected the implementation of socio-economic development tasks at both local and national levels.

The defendants’ conduct sparked public outrage and dissatisfaction, reflecting a decline in political ideology, morality, lifestyle, and behavior among a significant number of officials and party members who were key leaders in various provinces. This has eroded public trust in the Party and government authorities, posing a threat to the stability of the regime in these localities.

According to case files, during the implementation of projects and tenders in Vinh Phuc, Quang Ngai, and Phu Tho provinces, Nguyen Van Hau directly executed, instructed subordinates, or colluded with other entities to commit violations of accounting and bidding laws, resulting in a total loss of 1,168 billion VND. This includes damages from accounting violations exceeding 504 billion VND, land price re-evaluation losses of over 204 billion VND, and bidding regulation violations causing losses of more than 459 billion VND.

To secure tenders, Nguyen Van Hau used bribes to influence numerous local leaders and officials. He paid over 132 billion VND in bribes.

Notable examples include: Bribing former Vinh Phuc Provincial Party Secretary Hoang Thi Thuy Lan with 25 billion VND and 1 million USD (equivalent to over 47.9 billion VND); bribing Le Duy Thanh with 20 billion VND and 1.3 million USD; bribing Nguyen Van Khue with 20,000 USD and selling him a plot of land at a profit of 3 billion VND.

Nguyen Van Hau also bribed Dang Van Minh, former Director of the Department of Transport and former Chairman of Quang Ngai Province, with 22.6 billion VND and 240,000 USD. Minh personally benefited from 10.6 billion VND and 40,000 USD. Through Dang Van Minh, Hau paid 6 billion VND and 20,000 USD to Cao Khoa and 6 billion VND to Le Viet Chu.
