On the afternoon of November 29th, the leaders of the Can Tho City Party Committee, People’s Committee, and the Delegation of National Assembly Deputies of Can Tho City warmly welcomed and held a working session with the delegation from the Federation Council of the Federal Assembly of Russia, led by Mr. Yatskin Andrey Vladimirovich, First Deputy Chairman of the Federation Council, representing the executive authority of Rostov Province.

Also attending the reception were Mr. Nguyen Manh Tien, Deputy Chairman of the National Defense, Security, and Foreign Affairs Committee of the National Assembly, and Mr. Pham Phu Binh, Vice Chairman of the Vietnam-Russia Friendship Parliamentarians Group.
Speaking at the meeting, Mr. Yatskin Andrey Vladimirovich highlighted key diplomatic activities between the two nations, emphasizing the comprehensive strategic partnership between Vietnam and the Russian Federation in the new context.

He also expressed his joy at visiting Can Tho City, the hometown of the Chairman of the National Assembly of Vietnam, Tran Thanh Man.
Mr. Yatskin Andrey Vladimirovich praised Can Tho’s rapid economic development, its well-developed road infrastructure, and key ports like Cai Cui Port, which are of significant interest to Russian investors.
“I believe Russian investors and businesses will be keen to explore investment opportunities here,” Mr. Yatskin Andrey Vladimirovich stated, expressing his and his colleagues’ desire to expand direct cooperation between Russian and Vietnamese localities.
Discussing tourism growth, he reiterated the proposal to enhance the use of Russian bank cards and urged the establishment of transaction points in the city.
At the meeting, Mr. Le Quang Tung, Secretary of the Can Tho City Party Committee, provided an overview of the city, including its population, area, and economic potential.

Additionally, Secretary Tung noted that the city’s economic growth rate is projected to reach 8.3% in 2025. Can Tho holds a strategic position in the Mekong Delta region, with advantages in inland waterways and marine economic potential. It boasts a seamless road network connecting to Ho Chi Minh City, an international airport, seaports, and is the second-largest exporter of rice and seafood in the country, with significant agricultural strengths.
According to Secretary Le Quang Tung, in the first 10 months of 2025, Can Tho’s export turnover to Russia was modest, at approximately 2.5 million USD, primarily in pharmaceuticals and veterinary medicines. The city hopes to increase exports of key products like rice, seafood, and aquatic products to Russia in the near future.
He also expressed a desire to strengthen trade and investment promotion delegations between the two sides. Additionally, he urged Russia to identify a locality to connect with Can Tho, supporting trade, investment, cultural exchanges, and promoting investment opportunities in areas such as renewable energy, high-tech agriculture, deep processing of agricultural and aquatic products, high-tech manufacturing, and materials.
Furthermore, he called for trade and tourism promotion, including the consideration of direct flights from Can Tho to Russian localities, particularly regions where Russian citizens are interested in tropical climates and Can Tho’s unique culture.
