In Decision No. 2166/QD-BXD, the Ministry of Construction approved the investment project for the expansion of the Ho Chi Minh City – Trung Luong – My Thuan Expressway under a public-private partnership (PPP) model.
The total investment for the project is VND 36,172.41 billion, with 100% of the capital mobilized and implemented by the investor.
The consortium of investors participating in the project includes: Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII), Deo Ca Group Joint Stock Company (Deo Ca), Tasco Joint Stock Company (Tasco), Hoang Long Construction Investment Corporation (Hoang Long), and CII Service and Investment One Member LLC (CII Service and Investment).
The expressway will be implemented under the Build-Operate-Transfer (BOT) model, with toll fees collected to recover the investment for the Ho Chi Minh City to My Thuan Bridge section.
The expansion project spans over 96 km, starting at Cho Dem Junction in Binh Chanh District, Ho Chi Minh City, and ending at the northern end of My Thuan 2 Bridge in Cai Be District, Tien Giang Province.
The Ho Chi Minh City – Trung Luong section will be expanded from 4 to 8 lanes, with a road width of 41 meters and a design speed of 120 km/h.
In the future, the section from Cho Dem to Ring Road 4 will be expanded to 12 lanes (56 meters wide), and the section from Ring Road 4 to Trung Luong will be expanded to 10 lanes (48.5 meters wide).
The Trung Luong – My Thuan section will be expanded from 4 restricted lanes to 6 lanes, with a road width of 32.25 meters and a design speed of 100 km/h.
Additionally, the project includes the construction of various facilities along the route, such as intelligent transportation systems, toll stations, rest stops, and other infrastructure to ensure compliance with current standards and the Road Traffic Law.
According to announced information, the project will involve the construction and expansion of a total of 66 bridges, including 61 on the main route and 5 at interchange junctions. The interchange system will also be comprehensively upgraded, with 8 existing interchanges being renovated and expanded, and 2 new interchanges added to connect with the An Huu – Cao Lanh Expressway and Provincial Road 818, enhancing the regional transportation network.
The project is expected to commence in 2025 and be completed and operational by 2028. Land clearance activities have been separated into a sub-project, with local authorities in Ho Chi Minh City, Tay Ninh, and Dong Thap responsible for implementation to ensure the overall project timeline.
Upon completion, the Ho Chi Minh City – Trung Luong – My Thuan Expressway is anticipated to alleviate long-standing congestion, enhance transportation capacity, reduce logistics costs, and unlock new development opportunities for the Mekong Delta region. This will significantly boost investment, trade, and socio-economic development in the coming years.
