Ho Chi Minh City (HCMC) has directed all project investors to tighten on-site discipline, thoroughly review the current status, and identify bottlenecks hindering progress in key infrastructure projects, particularly highways and urban railways. This directive is outlined in a newly issued document aimed at accelerating public investment disbursement and ensuring the timely completion of critical transportation projects.

Component 1 of the HCMC Ring Road 3 project is urged to expedite its progress.

Several major projects are required to accelerate, including the Bien Hoa – Vung Tau Expressway (Phase 1, Component 3), HCMC Ring Road 3 (Component 1), HCMC – Moc Bai Expressway (HCMC section), HCMC – Thu Dau Mot – Chon Thanh Expressway, HCMC Ring Road 4, and various urban railway lines.

The HCMC People’s Committee mandates each investor to develop a detailed plan outlining goals, tasks, and solutions; identify and address practical challenges; and resolve bottlenecks immediately. Disbursement must proceed concurrently with construction to prevent end-of-year backlog, which could delay overall progress.

The city emphasizes the spirit of the “100 Days of Efficient, Lean, and High-Performance Operations” campaign, requiring strict adherence to public investment disbursement discipline. Investors must collaborate closely with contractors to maintain 24/7 operations, aiming to increase output by 15-20% compared to the original plan. The ultimate goal is to commission over 3,000 kilometers of highways.

In addition to bolstering manpower and equipment, HCMC stresses the importance of ensuring traffic safety, labor safety, and environmental hygiene during construction. Adequate materials, resources, and financial provisions must be in place to compensate for delays in the early months of the year.

Regarding compensation, support, and resettlement, ward and commune leaders in project-affected areas are tasked with resolving each case decisively, following the “6 Clarities” principle: clear responsibilities, tasks, authority, timelines, and outcomes. The city demands timely land handover and zero tolerance for construction obstruction to ensure the overall progress of key infrastructure projects.
