Empowering Women Entrepreneurs: Vietnam’s Vision for 2035

Capping off a highly successful 2017-2025 phase with results far exceeding expectations, the government has launched a new initiative for 2026-2035, positioning women at the heart of the entrepreneurial ecosystem. This ambitious plan aims to foster innovation, drive digital transformation, and empower women economically.

On the morning of November 30, in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech at the closing conference of the project “Supporting Women in Startups for the 2017-2025 Period”. The event also launched a new project for the 2026-2035 period and honored outstanding cooperatives managed by women in 2025. This marked the culmination of eight years of implementing policies to support women in entrepreneurship and the beginning of a new phase with more ambitious goals.

According to the conference report, Project 939 has successfully achieved and surpassed all its targets. Over 118,000 women received support to start businesses and entrepreneurship ventures; more than 130,000 newly established women-led enterprises received consulting services; and over 2.4 trillion VND in capital was connected through banking systems, support funds, and microfinance. The project also contributed to the formation of over 1,600 cooperatives and more than 6,000 cooperative groups managed by women, with over 41,000 ideas disseminated through startup competitions.

These results, according to the Prime Minister, clearly demonstrate the correct policies of the Party and the State in promoting gender equality and private economic development among women at all levels.

The Central Role of Women in National Development

In his speech, the Prime Minister emphasized that women have always held a special position in social life, serving as a core force in building families and making significant contributions to the nation’s development. From the traditional resilience of Vietnamese women to their modern contributions in science, culture, and business, women continue to affirm their role as “intelligent, confident, self-respecting, independent, resilient, creative, and compassionate”.

The Prime Minister stressed that, whether in rural or urban areas, women continue to overcome barriers to boldly start businesses, apply technology, and increasingly participate in economic development. Support programs, including Project 939 and the “Women in Startups” competitions, have created an environment that fosters innovation, particularly for women in difficult circumstances.

Alongside the achievements, the Prime Minister also pointed out limitations such as uneven startup support environments, limited management and business skills among some women, and difficulties for women in remote areas in accessing capital, land, and technology. The startup support ecosystem for women remains fragmented and does not fully meet the diverse needs of entrepreneurs.

Project 2026-2035: Elevating the Women’s Startup Ecosystem

Based on the initial phase’s results and proposals from the Vietnam Women’s Union, the Prime Minister issued Decision 2415/QĐ-TTg approving the Project to Support Women in Startups for the 2026-2035 period. For 2026-2030, the goal is to support 50,000 women-led enterprises, cooperatives, and households in accessing preferential credit; guide 12,500 households to transition into enterprises; and strive for a 30% female leadership rate in enterprises and cooperatives. For 2031-2035, the targets increase to 75,000 models receiving consulting and 25,000 households transitioning, aiming for a 35% female leadership rate.

The new project positions women at the center, with innovation as the driving force and digital transformation and green transition as the primary methods. It also emphasizes the need for a connected and sustainable startup ecosystem, enhancing women’s economic empowerment, and linking startup support policies with national socio-economic development programs.

According to the Prime Minister, Project 2415 not only aims to support women in entrepreneurship but also directly contributes to rapid and sustainable development, promotes digital transformation, digital economy, and digital society, and develops high-quality human resources, with women playing a crucial role.

At the conference, the Prime Minister honored 195 outstanding collectives and individuals in the startup movement and highly appreciated the humanitarian efforts of women nationwide in social welfare, especially during natural disasters.

The Prime Minister emphasized that the success of the 2017-2025 period is just the beginning. With Project 2415, Vietnam aims to create a more dynamic, innovative, and sustainable support ecosystem for women in startups, laying the foundation for inclusive and prosperous development.
