Revised Title: “Legislative Review: Proposed Amendments to Special Development Mechanisms for Ho Chi Minh City and Da Nang”

On the morning of December 1st, with 394 out of 399 delegates voting in favor, the National Assembly approved amendments to the agenda of the 10th Session.

Accordingly, seven items were added to the agenda of the 10th Session for the National Assembly’s review and approval.

First, the draft Resolution of the National Assembly on mechanisms and policies for national energy development during the 2026-2030 period.

Second, the draft Resolution of the National Assembly amending and supplementing certain provisions of Resolution No. 98/2023 on pilot mechanisms and policies for Ho Chi Minh City’s development.

Third, the draft Resolution of the National Assembly amending and supplementing certain provisions of Resolution No. 136/2024 on urban governance and pilot mechanisms for Da Nang City’s development.

Fourth, the investment policy for the Vinh – Thanh Thuy Expressway project.

Fifth, additional state budget allocation for the second phase (from non-refundable foreign aid) in 2025 (to be resolved in the session’s Resolution).

Sixth, adjustments to Resolution No. 94/2015 on the investment policy for Long Thanh International Airport (to be resolved in the session’s Resolution).

Seventh, amendments to Resolution No. 170/2024 on special mechanisms and policies to address challenges related to projects and land issues in inspection conclusions, audit reports, and court rulings in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province (to be resolved in the session’s Resolution).

The National Assembly also agreed to allocate specific time within the agenda to review and approve the draft Law on Specialized Courts at the International Financial Center.

Speaking at the session, National Assembly Chairman Tran Thanh Man stated that this session includes several key issues directed by higher authorities for the Government to present to the National Assembly for discussion and decision, aimed at overcoming obstacles and creating new momentum for the country’s development in the next phase.

The goal is to achieve an 8% growth rate in 2025, with double-digit growth from 2026 to 2030. By the 100th anniversary of the Party’s founding, Vietnam will reach upper-middle-income status; by the 100th anniversary of the nation’s founding in 2045, the country will become a high-income nation,” said Chairman Tran Thanh Man, emphasizing the critical importance of the National Assembly’s decisions at the final session of the 15th term.

Chairman Tran Thanh Man urged National Assembly delegates to focus maximally on deciding critical issues and adopting laws and resolutions with the highest quality.
