According to the project developer, Hoang Mai Hanoi Construction Investment LLC, as of November 29, land clearance for the Ring Road 2.5 (Dam Hong – National Highway 1A section) has been substantially completed. Approximately 75% of utility relocation (electricity, water, telecommunications) has been executed, with the water supply system fully completed.
On-site, key components such as roadways and river overpasses are underway. The road foundation and surface have progressed to the coarse asphalt layer, while the box culvert drainage system is finished. The L3 Bridge (Package No. 02 – crossing the Lu River) has completed beam casting and installation.
The Ring Road 2.5 project (Dam Hong – National Highway 1A section) is led by a consortium comprising Hanoi Housing and Urban Development Corporation and Hoang Ha Construction LLC under a BT (Build-Transfer) model. Hoang Mai Hanoi Construction Investment LLC was established by the consortium to execute the project. The initial investment for the Ring Road 1 section (excluding the Giai Phong underpass component) was 1.317 trillion VND. The project, initiated over a decade ago, faced delays due to land acquisition challenges.

In May 2025, construction resumed, but challenges persist, including technical adjustments to sidewalk structures and lingering land handover issues or re-encroachment by residents.
To meet the Q1/2026 completion deadline set by Hanoi People’s Committee, Hoang Mai Hanoi Construction Investment LLC has requested the committee to expedite approval of project adjustments and revised feasibility studies. For remaining land disputes, Dinh Cong Ward has been directed to resolve issues, particularly in the off-route section from Tran Nguyen Dan Street to the Lu River’s right bank and areas adjacent to the QL1 underpass project (Giai Phong – Kim Dong).
