Accelerating Power Projects in Ho Chi Minh City and Dong Nai: Deputy Prime Minister’s Directive

The Vietnamese Government Office issued Announcement No. 653 on November 28, outlining Deputy Prime Minister Bui Thanh Son’s directives during his site visits to power projects in Ho Chi Minh City and Dong Nai Province.

Regarding the Nhon Trach 3 and Nhon Trach 4 Power Plants (Dong Nai), Deputy Prime Minister Bui Thanh Son requested: The Vietnam National Oil and Gas Group report to the Prime Minister for consideration regarding the inauguration timeline. The investor should closely coordinate with relevant units to complete the acceptance of the remaining items of Nhon Trach 4 Power Plant to facilitate the State Inspection Council’s review of construction acceptance in November 2025.

The People’s Committee of Dong Nai Province should direct relevant units to complete the handover of land for the construction of the 220kV transmission line foundations as scheduled, to ensure the power output of Nhon Trach 3 Power Plant is released in November 2025.

The Deputy Prime Minister tasked the Ministry of Industry and Trade with studying and considering, within its authority, the proposals and recommendations from the Vietnam National Oil and Gas Group regarding the mechanism for selling electricity by cluster.

Regarding the Hiep Phuoc Power Plant Phase 1 (Ho Chi Minh City), Deputy Prime Minister highly appreciated the investor’s efforts in recent times, completing several key investment preparation milestones and constructing critical project components, including the upgrade of the 40,000 DWT oil port to an oil and LNG port, and the completion of a 75,000 m3 LNG storage tank.

To achieve the goal of early power generation ahead of the schedule outlined in the adjusted Power Master Plan VIII, the Deputy Prime Minister requested: The People’s Committee of Ho Chi Minh City direct relevant departments to guide the investor in completing the 1/500 scale planning as required.

The Ministry of Industry and Trade should instruct Vietnam Electricity to expedite the negotiation and verification of the Power Purchase Agreement, signing the official contract in December 2025.

Regarding the import procedures for LNG vessels to transport LNG, the Deputy Prime Minister assigned the Ministry of Construction to guide the investor through the necessary procedures.

The investor, within its scope and responsibilities, should strive to accelerate project implementation, ensuring completion and operation by 2027, while maintaining quality and synchronizing the power grid to release the project’s capacity. During construction, ensure strict adherence to safety procedures for workers and the project.

Regarding the agreement on the intersection of the Cai Mep-Phu My pipeline, the People’s Committee of Ho Chi Minh City should resolve this definitively in November 2025, ensuring gas supply to the Phu My Thermal Power Center.

The Ministry of Industry and Trade should coordinate with relevant ministries, agencies, and units to report to Deputy Prime Minister Bui Thanh Son on the inspection program for the progress of key national and energy sector projects, focusing on natural gas-fired power plants and LNG thermal power plant clusters with shared port facilities, scheduled for the period from December 15 to 31, 2025.
