This event holds significant political importance and serves as a milestone to review the five-year journey (2021–2025) of implementing the synchronized and modern infrastructure development strategy, as outlined in the Resolution of the 13th National Party Congress. It also highlights the socio-economic achievements, fostering momentum for the nation’s next development phase.
Previously, ministries, localities, corporations, and state-owned enterprises proposed a total of 198 projects for groundbreaking and inauguration, including 125 groundbreaking and 73 inauguration projects, with a combined investment of over 983 trillion VND. Of this, central and local budgets account for 487 trillion VND (49.5%), while other sources contribute 496 trillion VND (50.5%), with no FDI involvement.
By ministry, locality, and corporation, the breakdown includes 32 projects from 14 out of 18 ministries and equivalent agencies, 42 projects from 22 corporations and state-owned enterprises, and 124 projects from 25 out of 34 localities.
Categorized by project type, the list comprises 5 nationally significant projects, 39 Group A projects, 134 Group B projects, and 20 Group C projects.
By sector, the distribution is as follows: 67 transportation projects, 28 civil works projects, 42 industrial projects, 23 technical infrastructure projects, 19 social housing projects, 4 cultural projects, 5 educational projects, 2 agricultural projects, and 8 healthcare projects.
On November 21, Prime Minister Pham Minh Chinh issued a telegram urging relevant agencies and units to expedite preparations for the inauguration and groundbreaking ceremonies of large-scale projects, commemorating the 14th National Party Congress.
To ensure optimal preparation for this significant event, the Prime Minister directed ministries, localities, and related units to complete projects eligible for inauguration and groundbreaking as per government guidelines.
The Ministry of Construction, in collaboration with the Government Office, Ministry of Finance, and relevant ministries and localities, is tasked with reviewing project lists to ensure readiness for the ceremonies.
Additionally, the Prime Minister instructed the Ministry of Construction to work with the Ministry of Home Affairs to propose appropriate awards (such as Orders, Prime Minister’s Certificates of Merit) for members of the State Steering Committee for key national projects, transportation sector focal points, and individuals contributing to the successful implementation of assigned tasks.
The Ministry of Finance, alongside the Ministry of Construction and related agencies, is responsible for evaluating and proposing rewards for projects completed ahead of schedule, saving budgets, and efficiently entering operation, with a deadline of December 15, 2025.
Among the projects set for groundbreaking on December 19, several are deemed critical to national infrastructure. Notable examples include the expansion of the Cam Lo – La Son section, completion of the Than Vu Tunnel on the Dien Chau – Bai Vot route, expansion of the HCMC – Trung Luong – My Thuan Expressway, and the Lao Cai – Hanoi – Haiphong railway line.
Additionally, 12 projects are slated for inauguration, including components of the North-South Eastern Expressway: Quang Ngai – Hoai Nhon, Hoai Nhon – Quy Nhon, Quy Nhon – Chi Thanh, Chi Thanh – Van Phong, Can Tho – Hau Giang, and Hau Giang – Ca Mau.
Other projects include Component 2 of the Bien Hoa – Vung Tau Expressway, Cao Lanh – Lo Te, Lo Te – Rach Soi; expansion of bridges and tunnels on National Highway 1; Quy Nhon channel improvement for 50,000DWT vessels; and upgrading the Cai Mep – Thi Vai channel from buoy 0 to the Cai Mep container port area.
Completing the Ring Road 2.5 by Q1/2026
The Hanoi People’s Committee has urged local authorities and investors to expedite land clearance and construction to complete the Dam Hong – National Highway 1 section of Ring Road 2.5 by Q1/2026. The project developer submitted an updated progress report as of November 29th.
