Record-High Budget Revenue
Mr. Lê Tiến Châu, Secretary of the Hai Phong City Party Committee, recently chaired a committee meeting to review the city’s 2025 performance and outline objectives for 2026.
In 2025, Hai Phong’s GRDP growth rate is estimated at 12.35%, surpassing the government’s target of 12.2%. This marks the 11th consecutive year of double-digit growth.
The economic structure continues to shift toward modernization, with the industrial, construction, and service sectors accounting for approximately 89% of the GRDP.
Budget revenue for 2025 is projected to reach 187.766 trillion VND, a 23.1% increase compared to 2024. Total social investment is estimated at 321 trillion VND, representing 42.9% of the GRDP.
Foreign direct investment (FDI) for the year is expected to hit 3.8 billion USD, while domestic investment reached 371.656 trillion VND, an 8.3-fold increase from 2024.
The service and tourism sectors saw significant growth, with 14.43 million tourist arrivals (up 23.4%). Port throughput reached 213 million tons (up 12.1%), and revenue from transportation, warehousing, and support services totaled 172.744 trillion VND (up 14.6%).

Hai Phong has achieved a national first by leading in four key indices: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), Citizen Satisfaction Index (SIPAS), and the Provincial Green Index (PGI). The city’s cultural and social sectors have also shown positive developments.
In 2025, the city successfully merged two localities and completed several strategic tasks, laying the groundwork for development in the 2025-2030 term and beyond. These include piloting special mechanisms and policies, establishing a Free Trade Zone, and finalizing plans for the Southern Economic Zone.
Several key projects were launched or completed, including the Tân Trào Industrial Zone and LNG Power Plant (over 6 billion USD), the City Political and Administrative Center, and Berths 3-4-5-6 at Lach Huyen International Port.
Accelerated Development Plan
Mr. Lê Tiến Châu emphasized that Hai Phong aims for a 13% annual growth rate in 2026 and the 2026-2030 period. Over five years, the city’s GRDP is expected to double, positioning it among Southeast Asia’s leading urban centers.
To seize opportunities, Mr. Châu urged local authorities to align with the city’s Party Congress resolutions and focus on key solutions.
Priorities include comprehensive planning to establish Hai Phong as the nation’s leading maritime, logistics, and industrial hub. The city will also unify regulations from the merged localities by early 2026 to ensure consistency.
Hai Phong is reviewing industrial zone and economic zone infrastructure to attract international investors.
Mr. Châu directed the People’s Committee to audit land and infrastructure in industrial and economic zones to identify sites for large-scale projects. A project catalog with clear specifications will be created to attract high-tech, green industries, logistics, and data centers.
Proactive engagement with investors and direct resolution of project bottlenecks are prioritized, with accountability for project quality and timelines. The 2026-2030 public investment plan will focus on transformative projects to attract private investment.
Key projects such as the Tân Trào Industrial Zone, LNG Power Plant, and various industrial clusters are on track. Efforts are underway to commence backbone projects in 2026, including the Ninh Binh – Hai Phong Expressway, Nam Đồ Sơn Port, and the East-West High-Speed Route.
