“160,000-Resident Commune Aims to Become Airport Satellite City”

Earlier this year, the National Assembly adopted Resolution 1662/NQ-UBTVQH15 in 2025 regarding the reorganization of commune-level administrative units in Dong Nai Province for 2025.

Based on Clause 2, Article 1 of Resolution 1662/NQ-UBTVQH15 in 2025, provisions are made for the reorganization of the new Nhon Trach Commune in Dong Nai Province. This involves consolidating the entire natural area and population size of Hiep Phuoc Town and Long Tan Commune (Nhon Trach District), Phu Thanh, Phu Hoi, and Phuoc Thien into a new commune named Nhon Trach.

According to the commune’s website, the natural area spans 108.04 km², with a population of 159,408 people (including 78,589 permanent residents). The commune hosts 5 industrial zones and 1 small handicraft zone.

Moving forward, Nhon Trach Commune aims to continue investing in urban development aligned with public transportation-oriented development (TOD model). This includes robust growth in commerce, services, and tourism, focusing on modern, high-value-added activities to support industrial urban and satellite airport city development.

Recently, in an interview with SGGP, Mr. Lu Thanh Nam, Chairman of Nhon Trach Commune People’s Committee, stated: “Nhon Trach Commune has a clear direction in developing into an industrial, service-commercial, and satellite airport city. We have outlined several solution groups, prioritizing the development of residential, service-commercial, and logistics functional sub-zones to proactively embrace urbanization and investment capital waves.”

Nhon Trach will pursue sustainable urban development, aiming to become an industrial city, port city, and partially an airport city, with 4 functional sub-zones and concentrated investment in two main axes.

The first axis is the central urban axis, serving as the urban development driver ensuring connectivity to Long Thanh International Airport. This area will feature commercial centers, offices, hotels, and high-end financial-commercial-service hubs. It will act as a modern urban commercial corridor, forming the economic backbone of the entire urban area.

The second axis is the urban landscape along the Dong Nai River (Dong Mon River), creating a linked network of rivers, urban green spaces, and open areas along river routes. Key development directions include an eco-urban riverside area combining landscape conservation and exploitation, thematic park development, and open creative spaces.

In late November, the People’s Committee of Dong Nai Province issued a document conveying the Chairman’s directive. This required the Chairpersons of Long Phuoc, Phuoc An, Long Thanh, and Nhon Trach Commune People’s Committees to complete compensation and site clearance for the 25B and 25C road projects.

The Chairman of Dong Nai Province People’s Committee also instructed the Provincial Project Management Board and Zone 6 Project Management Board to expedite construction progress, ensure project quality for roads 25B and 25C, and achieve technical traffic clearance before December 19 (with the 25C section from National Highway 51 to Huong Lo 19 completing technical traffic clearance by March 2026).

The projects to upgrade Provincial Road 25B from Nhon Trach Commune center to National Highway 51 and construct Provincial Road 25C from Huong Lo 19 to National Highway 51 are initiatives by Dong Nai Province. These aim to establish transportation connectivity from Long Thanh Airport to Ho Chi Minh City.

These projects commenced in early 2025, with the goal of substantial completion by late 2025 and operationalization in the first half of 2026.

According to planning, Provincial Roads 25B and 25C will connect Long Thanh Airport via National Highway 51 to the Ben Luc – Long Thanh Expressway and Ho Chi Minh City’s Ring Road 3, alleviating traffic on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway.

The Provincial Road 25B Upgrade Project spans over 9.2 km, with a total investment of nearly 1.5 trillion VND. The Provincial Road 25C Upgrade and Expansion Project will construct a new 2 km road section from National Highway 51 to Huong Lo 19, with a total investment exceeding 647 billion VND.
