In the realm of domestic affairs, Deputy Prime Minister Nguyen Hoa Binh commended the positive outcomes of reorganizing the organizational structure of central ministries and agencies, leading to the refinement of multi-sectoral and multi-field ministry models. The restructuring of specialized local agencies aligns with the reorganization of central ministries.
The Deputy Prime Minister reported significant progress in streamlining the workforce, with a 5% reduction in civil servant positions and a 15% decrease in payroll-funded public employee positions during the 2022-2026 period. To date, 146,800 individuals have retired under the policy, as part of the reorganization of administrative units at all levels.

The Government and the Prime Minister have focused on modernizing state management of security and order, utilizing science and technology. Political security and social order have been maintained, fostering a peaceful, stable, and conducive environment for economic and social development.
Additionally, the Government and the Prime Minister have prioritized developing annual inspection programs and plans with clear focuses, while intensifying inspections in sensitive areas such as construction, land, investment, finance, and public assets.
Through inspections, the Government has recommended financial handling, asset recovery for the State, and transferred numerous cases to investigative agencies. Anti-corruption, waste prevention, and negativity combating efforts have been comprehensively implemented.
The Government has also directed relevant ministries, agencies, and localities to urgently resolve difficulties and obstacles for projects, achieving positive results. They have completed the handling of 1,759 out of 2,161 projects and state-owned land and property facilities, reaching 81.39%.
In the financial sector, the Deputy Prime Minister announced that the Government and the Prime Minister have approved 108 out of 111 national plans and continue to address challenges in planning, linked to the reorganization of administrative units and local governments at two levels.
The Government has tightly controlled the preparation of estimates, allocation, and management of state budget usage and public assets. They have focused on reviewing, synthesizing, categorizing, and developing solutions to decisively overcome obstacles for long-stalled projects.
The Government has also implemented comprehensive measures to strengthen gold market management. Market management, e-commerce, and campaigns against smuggling, trade fraud, counterfeit goods, poor-quality products, and intellectual property violations have been synchronized, yielding positive results and are being further promoted.
In construction and transportation, the Prime Minister has vigorously addressed challenges, promoting social housing development, the real estate market, and implementing a plan to build at least 1 million social housing units.
The Government has prioritized investment in strategic infrastructure projects, notably the North-South Eastern Expressway, ring roads in Hanoi and Ho Chi Minh City, and Long Thanh Airport. They have put into operation 2,476 km of expressways, aiming to exceed 3,000 km by the end of 2025, and to essentially complete the North-South Eastern Expressway. Approximately 1,397 km of coastal roads have been opened, with a target of surpassing 1,700 km by the end of 2025.
Tight Control of Content on Digital Platforms
In education and training, Deputy Prime Minister Nguyen Hoa Binh stated that the Government has submitted the Law on Teachers and two resolutions on tuition exemption and support for preschool children and primary school students to the National Assembly, along with the universalization of preschool education for 3-5 year-old children.
The Government has also reviewed and reorganized public service units, urgently developing plans to ensure a unified textbook set for nationwide use starting in the 2026-2027 school year.
The Deputy Prime Minister shared that the Government has concentrated resources on preserving cultural heritage, building grassroots cultural life, focusing on preserving ethnic minority cultures, and promoting the development of the cultural industry and entertainment sector.
Vietnam’s tourism has rebounded and surged, with impressive growth indicators. In the first 10 months of 2025 alone, the country welcomed nearly 17.2 million international visitors and generated revenue of 858 trillion VND.
Agencies have tightly controlled content on digital and online platforms, with over 90% of violating content on social media platforms (Facebook, YouTube, TikTok) being removed.
Presenting the verification report on these matters, Chairman of the People’s Aspirations and Supervision Committee Duong Thanh Binh noted that the reorganization of the apparatus has been completed, ensuring smooth, effective, and efficient operations. However, the verification agency identified obstacles in the reorganization of the apparatus, with slow staff arrangements due to the impact of restructuring.
The People’s Aspirations and Supervision Committee pointed out that the implementation of some inspection conclusions has been ineffective. Some complex complaints and denunciations remain unresolved, and online citizen reception has not been widely implemented.
Some economic and corruption cases are being handled slowly, while certain crimes remain complex, and serious fires and traffic accidents still occur.
