The construction project of the road connecting Thai Binh Ward to Hung Ha Commune, linking to Pho Hien Ward, is a pivotal initiative of utmost importance for the socio-economic development of Hung Yen Province.
Managed by the Project Management Unit No. 2 as the investor, the project is executed by a joint venture between Xuan Quang Construction Joint Stock Company and Truong Son Construction Corporation. The road spans approximately 24.8 km, starting at the intersection between the road leading to TBS Song Tra Industrial Park and National Highway 10, and ending at the Luoc River bridgehead in Ngu Thien Commune. The route passes through Thai Binh Ward and the communes of Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La, and Ngu Thien.
With a total investment of over 4.9 trillion VND, the project is divided into two phases. Phase 1, from National Highway 10 to Dong Tu Junction, has a budget of approximately 3.735 trillion VND. Phase 2, from Dong Tu to the right bank of the Luoc River, has a budget of around 1.192 trillion VND. The project is scheduled for implementation between 2025 and 2028.
Proactively Resolving Challenges to Achieve 2027 Completion Goal
On the morning of December 3rd, Mr. Lai Van Hoan, Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee, held a meeting with the Project Management Unit No. 2 and relevant departments, agencies, and localities to discuss the project’s progress.
According to the Project Management Unit No. 2’s report, as of early December 2025, the first phase of the project—a nearly 19 km road from Thai Binh Ward to Hung Ha Commune with a total investment of 3.735 trillion VND—is accelerating construction and land clearance. To date, 134.71 billion VND out of 708.24 billion VND has been disbursed.
At the Tra Ly River bridge package, the contractor has completed preparations: stockpiling approximately 10,000 m³ of sand, setting up camps, developing access road No. 2, and preparing to drill the first pile at pier T5.
By February 16, 2026, the project aims to complete 90 bored piles on the Thai Binh Ward side and three beam casting platforms for the approach spans. Simultaneously, land clearing, weathering removal, embankment construction, lateral drainage, U-shaped channels, and load-bearing channels are underway in areas where land has been handed over.
Land clearance in local areas has shown positive progress. Thai Binh Ward has largely completed compensation for agricultural land and is finalizing plans for two enterprises and one household. It is also arranging the relocation of 32 graves, with four households voluntarily moving 11 graves ahead of schedule.
Nam Tien Hung Commune has approved plans for 300 out of 310 households, compensated 83 households, and handed over 0.9 km of agricultural land. Tien Hung Commune has handed over 1 km of land after compensating 83 households, with remaining villages undergoing appraisal. Hong Minh Commune has completed all land clearance, while Hung Ha Commune is in the inventory and appraisal phase for agricultural, residential, and converted land.
Regarding technical infrastructure, the consulting unit has surveyed and designed the relocation of the power system in Thai Binh Ward. However, approval is pending due to the road’s width adjustment from 60m to 180m. Surveys in Tien Hung, Nam Tien Hung, and Hung Ha Communes are ongoing to align with the new planning.
Despite accelerated construction and land clearance, the project faces significant challenges, including compensation claims from TBS Song Tra Industrial Park Company. Unauthorized conversion of agricultural land by some households in Tien Hung complicates compensation planning. Residents in Hung Ha have not agreed on resettlement locations, and power line relocation depends on planning adjustments and substantial funding.
During the meeting, the Vice Chairman of the Provincial People’s Committee directed relevant units to closely monitor the site, proactively resolve issues to maintain construction momentum, and aim for project completion by 2027. The province pledged to ensure resources, particularly foundation materials, and urged contractors to strictly adhere to schedules, technical standards, and safety protocols for labor and power systems.

For land clearance, provincial leadership mandated completing agricultural land and grave relocation by December 2025 and residential land by the end of Q1/2026. The Project Management Unit was tasked with compiling resettlement challenges for timely provincial resolution.
Earlier, during an on-site inspection at the Tra Ly River bridge construction, Mr. Lai Van Hoan instructed the contractor to prioritize critical path tasks, ensure construction safety, and minimize disruption to local residents.
Ten Wards and Communes in Hanoi Still Lagging Behind in Land Clearance for Ring Road 4 Project
The completion of the parallel road section of Ring Road 4 passing through Hanoi is expected by the end of 2025. However, with 10 out of 17 communes and wards still pending, the project timeline has been extended to 2026.
Completing the Ring Road 2.5 by Q1/2026
The Hanoi People’s Committee has urged local authorities and investors to expedite land clearance and construction to complete the Dam Hong – National Highway 1 section of Ring Road 2.5 by Q1/2026. The project developer submitted an updated progress report as of November 29th.
