The 2 km long Hong Dam – QL1 section is the final component project to complete the 2.5 Ring Road from Ho Tay to QL1A (Giai Phong Street).
The project began in 2013, with an expected completion date of 2016, but it remains unfinished, delayed by 9 years. The primary cause is land clearance issues. Construction has only reached the Dinh Cong ward section.

Hanoi People’s Committee has directed local authorities, including Dinh Cong ward, to clear and hand over the entire project site by Q4/2025. The investor is urged to expedite construction for completion by Q1/2026.
However, in Dinh Cong ward, some residents have halted demolition and even re-roofed structures to delay land handover despite authorities marking and initiating clearance.
This has disrupted construction, with machinery mobilized but halted at clearance-blocked sections.

Delays in the Hong Dam – QL1 section cause dust, pollution, and traffic congestion on intersecting roads like Dinh Cong, Trinh Dinh Cuu, and Giai Phong.
Hanoi People’s Committee has urged local authorities and investors to finalize land clearance and accelerate construction to complete the Hong Dam – QL1 section by Q1/2026.
The 2 km long Hong Dam – QL1 section has a 40m wide road and 7.5m wide sidewalks. With a total investment of 1.3 trillion VND under the BT model, the original contract period was 2013-2016. The investor is Hoang Mai Hanoi Construction Investment LLC.
To meet the Q1/2026 deadline, Hoang Mai Hanoi Construction Investment LLC has requested Hanoi People’s Committee to approve project adjustments and technical feasibility studies. For unresolved clearance issues, they propose Dinh Cong ward address re-encroachment, including areas from Tran Nguyen Dan Street to the Lu River and near the QL1 underpass (Giai Phong – Kim Dong).
