Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan speaks at the event.

The forum took place against the backdrop of Vietnam’s economy accelerating technology adoption and promoting green growth, requiring the Ministry of Industry and Trade to further drive innovation, modernize value chains, and enhance competitiveness in the context of deeper international integration.

Speaking at the forum, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan noted that in Vietnam, the digital economy continues to show significant improvement, emerging as a new pillar to boost productivity, expand markets, and increase the economy’s resilience. Retail e-commerce is projected to surpass $25 billion, remaining a key pillar of the internet economy.

The Deputy Minister emphasized that the government has designated 2025 as the year to accelerate the implementation of Resolution 57 on digital transformation, with the consistent view that digital transformation is a crucial driver for developing productive forces and enhancing national competitiveness. The Ministry of Industry and Trade has intensified digital transformation across three pillars: digital government, digital economy in industry and trade, and data infrastructure. However, 2025 demands more robust and comprehensive innovation to leverage opportunities from the dual transformation—digital and green.

“The Ministry of Industry and Trade continues to refine solutions for developing a sustainable, safe, and green e-commerce market; strengthen cross-border e-commerce management; promote regional connectivity and support local product consumption on digital platforms. Moving forward, the Ministry proposes models and solutions for developing the digital economy in industry and trade at the local level, particularly for small businesses and households—key players in market digital transformation,” affirmed Deputy Minister Nguyen Sinh Nhat Tan.

In the forum’s report on “Directions for Digital Transformation in Industry and Trade for 2026,” Mr. Hoang Ninh, Deputy Director of the E-Commerce and Digital Economy Agency (Ministry of Industry and Trade), affirmed that digital transformation remains a strategic task, closely linked with green transformation and sustainable development. It is also a vital driver for the comprehensive restructuring of the industry and trade sector by 2030. The three pillars—digital government, digital economy, and digital society—will continue to be consistently implemented to ensure effective execution and broaden the impact of digital transformation across the sector.

The Ministry of Industry and Trade has achieved notable results in implementing digital government, as evidenced by 224 fully online public services, a 95.52% file digitization rate, over 691,000 dossiers exchanged through the ASEAN Single Window in 2024, and more than 52,500 businesses served through the system.

Vietnam’s digital economy in 2025 is projected to reach $39 billion, remaining among the fastest-growing in the region. Over 40 AI startups have attracted $123 million in private investment, 81% of users interact with AI daily, and 96% express trust in AI agents.

From a local perspective, Mr. Le Van Binh, Secretary of the Party Committee and Chairman of the People’s Council of Phuong Duc Commune (Hanoi), shared insights on digital transformation in traditional craft villages. The shift from handicraft business models to modern distribution models via digital platforms has demonstrated that digital transformation is truly sustainable only when it reaches grassroots levels, where small-scale production and business activities face new demands for innovation and market access.

During the digitization process, information security is considered a critical component. Ms. Nguyen Nhu Quynh, co-founder and COO of the Anti-Fraud Organization, emphasized that as the Ministry of Industry and Trade accelerates comprehensive digitization, the risk of cyberattacks also increases, particularly with advanced forms of cybercrime like online fraud and cross-border trade fraud. According to Ms. Quynh, information security is not just a technical issue but must become a core governance capability for businesses in the digital age.

“Businesses need to build proactive defense systems, adopt multi-layered defense models encompassing infrastructure, data, and personnel; apply AI in cybersecurity for monitoring and early anomaly detection. Strengthening public-private partnerships to share data, experiences, and attack models is also essential. Enhancing human capabilities through regular training, practical simulations, and fostering a culture of ‘security first, transformation second’ is key to ensuring businesses can sustainably implement digital transformation,” Ms. Quynh recommended.
