Proposed Clarification: Identifying the Executing Authority for Phú Mỹ 2 Bridge and Two Inter-Regional Projects

Ho Chi Minh City (HCMC) is preparing to submit a resolution to the City People’s Council to designate the competent authority for implementing a series of inter-regional infrastructure projects with Dong Nai Province. Among these, the Phu My 2 Bridge is highlighted as an urgent priority to shorten the connection between HCMC and Long Thanh Airport. This procedural step is crucial to commence the key projects by late 2025 or early 2026, in line with the directives from a joint meeting between leaders of both localities.

According to a report by the Department of Finance to the HCMC People’s Committee, since August 2025, HCMC and Dong Nai have held continuous meetings to agree on coordination mechanisms and identify the lead agency for each project. Specifically, the Phu My 2 Bridge—a strategic link between Cat Lai, Phu My, and the HCMC-Long Thanh-Dong Nai Expressway—has been jointly assigned to HCMC as the competent authority for implementation under a Public-Private Partnership (PPP) model.

The Departments of Construction from both localities have collaborated to review planning, update alignment, bridge locations, and connecting roads to ensure synchronization with related plans. Relevant departments are also urged to expedite investment proposal dossiers to meet the target of commencing construction by Q1/2026, facilitating direct connectivity to Long Thanh Airport upon its operation.

Simultaneously, the remaining two projects—Cat Lai Bridge and Dong Nai 2 Bridge (Long Hung Bridge)—are being reviewed as per government requirements and joint resolutions between the two localities. Dong Nai has agreed to act as the competent authority for Cat Lai Bridge and Long Hung Bridge, coordinating with HCMC to prepare PPP dossiers.

According to the Department of Finance, submitting the resolution to the City People’s Council to designate the competent authority is a mandatory procedure under the PPP Law and Decree 243/2025, ensuring legal compliance for projects spanning two provincial administrative units. This regulation also provides a basis for localities to proactively coordinate, propose special mechanisms, and mobilize resources for inter-regional projects.

The conclusions of HCMC and Dong Nai leaders in Announcement 349/TB-UBND emphasize that Cat Lai Bridge, Long Hung Bridge, and Phu My 2 Bridge are all urgent projects, playing a critical role in shortening the connection between HCMC’s center, Long Thanh Airport, and the Ba Ria-Vung Tau development axis. Both localities have agreed to accelerate progress to commence construction in Q4/2025 or at the latest in Q1/2026, avoiding delays when Long Thanh Airport becomes operational.

Based on these conclusions, the Department of Finance proposes that the HCMC People’s Committee submit a resolution to the City People’s Council, designating HCMC as the competent authority for the Phu My 2 Bridge project and Dong Nai as the competent authority for Cat Lai Bridge and Long Hung Bridge. Once the resolution is approved, the projects will enter the investment preparation phase as per regulations, paving the way for completing the Southeast region’s connectivity network.

Phu My 2 Bridge Project Spans 14.8 km

The Phu My 2 Bridge project, spanning 14.8 km, connects HCMC and Dong Nai, starting at Nguyen Huu Tho and ending at Road 25C, with an estimated total investment of VND 16,445 billion. Upon completion, the project will reduce travel time to Long Thanh Airport, alleviate congestion on existing bridges, and expand urban development in South Saigon and industrial zones in southern Dong Nai.

Concurrently, the Long Hung Bridge and the HCMC-Dong Nai connecting road, nearly 12 km long, starting at Ring Road 3 and ending at National Highway 51, are under implementation. Cat Lai Bridge comprises three components, with a total investment of over VND 20,500 billion under budget and PPP models, enhancing connectivity between HCMC and Dong Nai.

Dong Nai 2 Bridge, over 11.8 km long, starts at Go Cong Intersection and ends at National Highway 51, with a total investment of VND 11,758 billion, implemented under budget and PPP models, aims to complete the inter-provincial transport network and reduce pressure on existing routes.

Previously, on November 26, HCMC Vice Chairman Bui Xuan Cuong chaired a meeting on the progress of Group A projects (Can Gio, Thu Thiem 4, Phu My 2), directing the Department of Construction to finalize dossiers for two investment options, ensuring submission to the City People’s Council in January 2025, with a projected groundbreaking date of January 15, 2026.
