Hanoi is vigorously advancing its transition to green, clean, and modern public transportation, aiming to reduce environmental pollution and enhance residents’ quality of life.
Vice Chairman of Hanoi People’s Committee Nguyen Manh Quyen delivers a speech.
This commitment was emphasized by Nguyen Manh Quyen, Vice Chairman of Hanoi People’s Committee, during the official announcement of Lien Ninh Transport and Service Joint Stock Company’s transition to 100% electric buses by VinFast on December 4.
Lien Ninh Transport and Service Joint Stock Company has successfully transitioned its entire fleet of 9 routes to 111 pure electric buses. To ensure uninterrupted operation, the company has invested in 40 charging stations at parking lots and terminals, ensuring accessibility and convenience.
Vice Chairman Nguyen Manh Quyen praised the company’s thorough preparation and investment in the “greening” of its entire fleet.
He highlighted that the company’s shift to 100% electric buses marks a significant milestone for Hanoi’s public passenger transport sector, positioning the capital as a national leader in green vehicle adoption.
To further accelerate the transition to green, clean, and civilized transportation, Vice Chairman Quyen urged relevant departments to collaborate closely and fulfill their assigned tasks. Specifically, the Department of Construction and the Inter-Sectoral Working Group must work with the City Development Investment Fund to implement Resolution 37, facilitating bus companies’ access to preferential capital for infrastructure and synchronized charging stations.
The Department of Construction is also tasked with promptly finalizing and submitting to the city a set of standards and rates for small and medium-sized electric buses, providing a basis for bidding on electric bus routes and implementing the green energy vehicle transition roadmap.

Vice Chairman Quyen called for the public transport system to enhance service quality, attract more passengers, and contribute to reducing private vehicles, thereby mitigating pollution and congestion.
Hanoi’s leadership acknowledged the contributions of VinFast, V-Green, and ecosystem partners in supporting the transition. According to Vice Chairman Quyen, this collaboration lays a crucial foundation for public transport companies to accelerate the greening of Hanoi’s public transport system in the coming years.
In an interview, Doan Van Phan, Director of Lien Ninh Transport and Service Joint Stock Company, stated that the transition to electric buses is a strategic decision in the company’s journey to support Hanoi in building a green and clean public transport system.
With the transition to 111 pure electric buses, Mr. Phan noted that the company has invested over 400 billion VND. Long-term, he urged Hanoi to introduce additional mechanisms and policies to support transport companies in accessing capital for transitioning to pure electric vehicles.
The 111 VinFast smart electric buses will be allocated this month across Lien Ninh’s 9 existing routes, including: 08A (Long Biên – Đông Mỹ), 08B (Long Biên – Vạn Phúc, Thanh Trì), 09A (Trần Khánh Dư – Đại học Mỏ), 09B (Trần Khánh Dư – Bến xe Mỹ Đình), 19 (Trần Khánh Dư – Học viện Chính sách và Phát triển), 21A (Bến xe Giáp Bát – Bến xe Yên Nghĩa), 21B (Duyên Thái – Bến xe Mỹ Đình), 37 (Bến xe Giáp Bát – Chương Mỹ), and 125 (Bến xe Thường Tín – Tế Tiêu).
Among the 111 electric buses deployed by Lien Ninh, there are 26 large EB10 buses, 72 medium EB8 buses, and 13 small EB6 buses. All models feature a low-floor design, optimized for the elderly, children, and individuals with disabilities.
