May 2025: Industrial Production Index Surges 9.3% Year-Over-Year

According to the Statistics Bureau, industrial production in November sustained its positive growth trajectory, driven by businesses ramping up manufacturing to meet domestic consumption and year-end export demands. The industrial production index for November is estimated to have risen by 2.3% month-on-month and 10.8% year-on-year. Over the first eleven months of 2025, the industrial production index increased by 9.3% compared to the same period last year.

The Industrial Production Index (IIP) for November is estimated to have increased by 2.3% compared to the previous month and by 10.8% year-on-year. Within this, the manufacturing sector grew by 11.8% year-on-year; mining increased by 7.0%; water supply, waste management, and treatment rose by 6.5%; and electricity production and distribution climbed by 5.8%.

For the first eleven months of 2025, the IIP is estimated to have risen by 9.3% year-on-year (compared to an 8.3% increase in the same period of 2024). Specifically, the manufacturing sector grew by 10.6% (up from 9.6% in 2024), contributing 8.5 percentage points to the overall increase; water supply, waste management, and treatment increased by 8.4% (down from 10.2% in 2024), contributing 0.1 percentage points; electricity production and distribution rose by 6.5% (down from 9.8% in 2024), contributing 0.6 percentage points; and mining increased by 0.9% (compared to a 6.7% decline in 2024), contributing 0.1 percentage points.

The IIP for the first eleven months of 2025 in several key secondary industries increased year-on-year: Motor vehicle production rose by 22.0%; production of non-metallic mineral products increased by 16.5%; rubber and plastic products grew by 16.4%; metal production climbed by 15.5%; apparel manufacturing increased by 13.5%; production of pre-fabricated metal products (excluding machinery) rose by 12.6%; paper and paper product manufacturing grew by 11.6%; leather and related products, as well as chemical production, both increased by 11.2%; coke and refined petroleum products rose by 10.6%; food processing increased by 10.5%; furniture production grew by 10.1%; and electronics, computer, and optical product manufacturing increased by 8.5%. Conversely, some industries saw lower growth or declines: Hard coal and brown coal mining increased by 3.7%; and crude oil and natural gas extraction decreased by 2.7%.

The IIP for the first eleven months of 2025 increased year-on-year in all 34 localities. Several localities experienced significant IIP growth due to strong performance in manufacturing, electricity production, and distribution. Conversely, some localities saw lower IIP growth due to weaker performance in manufacturing, mining, and electricity production and distribution.

Several key industrial products saw increases in the first eleven months of 2025 compared to the same period last year: Automobiles rose by 37.4%; televisions increased by 19.0%; rolled steel grew by 18.5%; aquaculture feed climbed by 14.8%; casual wear increased by 14.2%; cement rose by 14.1%; leather footwear grew by 12.8%; sugar increased by 12.3%; NPK compound fertilizer climbed by 11.9%; and chemical paints rose by 10.9%. Conversely, some products declined: Natural gas in gaseous form decreased by 5.9%; and fabrics made from synthetic fibers dropped by 1.8%.

The number of employees working in industrial enterprises as of November 1, 2025, increased by 1.0% compared to the previous month and by 3.7% year-on-year. Specifically, state-owned enterprises saw a 0.1% monthly increase and a 1.5% yearly increase; foreign-invested enterprises increased by 1.3% monthly and 4.5% yearly; and non-state enterprises rose by 0.7% monthly and 1.9% yearly. By industry, employment in mining remained unchanged monthly but increased by 1.6% yearly; manufacturing saw a 1.1% monthly increase and a 3.9% yearly increase; electricity, gas, steam, and air conditioning supply remained unchanged monthly but increased by 1.9% yearly; and water supply, waste management, and treatment rose by 0.3% monthly and 1.9% yearly.
