Vietnam’s $16 Billion Mega Project Nears Milestone: Unveiling a 390km+ Network of Ring Roads, Highways, and Three Metro Lines

Ho Chi Minh City and Dong Nai Province are mobilizing all resources to simultaneously implement a series of critical transportation infrastructure projects, directly connecting to the Long Thanh International Airport—a national key project.

According to the plan, Long Thanh Airport is set to welcome its first flight on December 19th and commence commercial operations in the first half of 2026.

During the press conference on the socio-economic situation in Ho Chi Minh City on the afternoon of December 4th, the Ho Chi Minh City Department of Construction provided updates on projects aimed at enhancing connectivity between Ho Chi Minh City and Long Thanh International Airport.

Mr. Nguyen Kien Giang, Deputy Head of the Department of Traffic Infrastructure Management and Maintenance, stated that Ho Chi Minh City has been actively collaborating with neighboring provinces, particularly Dong Nai, to implement various measures and accelerate the investment in key transportation infrastructure projects. These efforts ensure a synchronized network upon the airport’s operational launch.

Numerous key transportation infrastructure projects are underway to directly connect with Long Thanh International Airport.

Over 390km of Ring Roads and Highways to be Completed by 2026

Regarding road infrastructure, the Ho Chi Minh City Department of Construction reported that the city is currently involved in six projects to facilitate connections to Long Thanh Airport.

Specifically, Ho Chi Minh City, Dong Nai Province, and Tay Ninh Province are preparing to invest in the Ring Road 4 project (206 km long, 4 lanes). The project is expected to break ground in June 2026 and be completed by 2028.

Additionally, these three localities are executing five projects totaling approximately 238km. First, the Bien Hoa – Vung Tau Expressway, overseen by the Ministry of Construction, Ho Chi Minh City, and Dong Nai Province, is slated for completion by December 2025.

Second, the Ben Luc – Long Thanh Expressway, led by the Vietnam Expressway Corporation (VEC), is set to finish in September 2026.

Third, the expansion of the Ho Chi Minh City – Long Thanh Expressway, also under VEC, aims for substantial completion in 2026, except for the Long Thanh Bridge, scheduled for Q1 2027.

Fourth, Ring Road 3, managed by Ho Chi Minh City, Dong Nai, and Tay Ninh, will see 30.5km open for technical traffic in 2025, with the remaining 39.5km opening on April 30, 2026, and full project completion by June 30, 2026.

Fifth, the expansion of Provincial Road 25C, overseen by Dong Nai Province, has completed 7.6km and is currently working on 6.4km, expected to finish in 2025. A 2.65km section remains pending due to land acquisition issues.

By 2026, the Southeast region anticipates completing approximately 394km out of 598km (128km of ring roads and 266km of highways). By 2028, all ring roads, highways, and national roads are expected to be substantially completed, forming a comprehensive regional transportation infrastructure framework as per approved plans.

3 Metro Lines Connecting Ho Chi Minh City to Long Thanh Airport

For rail infrastructure, the Ministry of Construction is leading the investment preparation for the North-South High-Speed Railway, scheduled to start in late 2026 and complete by 2035, along with the Bien Hoa – Vung Tau Railway.

Ho Chi Minh City, aiming to develop industrial and logistics services, has tasked Becamex Corporation with studying the investment in a freight and passenger railway from Bau Bang to Cai Mep, targeting a 2027 start and completion before 2035.

For urban rail, three corridors will link Ho Chi Minh City to Long Thanh Airport. First, the Urban Railway Line 2 (Ben Thanh – Tham Luong; Ben Thanh – Thu Thiem) – Thu Thiem – Long Thanh route.

The Ben Thanh – Tham Luong segment, funded by public investment, began before the 14th Party Congress and is set to complete by 2030.

For the Ben Thanh – Thu Thiem segment and the Thu Thiem – Long Thanh route, on October 29, 2025, the Prime Minister approved converting the Thu Thiem – Long Thanh route to an urban railway and assigned Ho Chi Minh City to lead the investment. The city has directed the investor (Truong Hai Group) to propose a PPP investment plan, aiming for a 2026 start and 2030 completion.

Second, the Urban Railway Line 6 – Thu Thiem – Long Thanh route, funded by public investment, prioritizes the Tan Son Nhat to Phu Huu segment to connect with the Thu Thiem – Long Thanh route, targeting a 2026 start and 2030 completion.

Third, the Urban Railway Line 6 – Urban Railway Line 1 (Ben Thanh – Suoi Tien) extension to Dong Nai Province’s new administrative center and Long Thanh International Airport.

Ho Chi Minh City oversees Urban Railway Line 6, while Dong Nai Province manages the extension to its new administrative center and the airport, aiming for completion by 2030.

Located in Long Thanh District, Dong Nai Province, Long Thanh International Airport spans nearly 5,000 hectares with a total investment of $16 billion (over 336.6 trillion VND).

Designed to handle 100 million passengers and 25 million tons of cargo annually, upon completion, it will be Vietnam’s largest and most technologically advanced airport.

Notably, Long Thanh Airport meets the international 4F standard, the highest in ICAO’s classification, allowing it to accommodate the world’s largest aircraft, such as the Airbus A380 and Boeing 747-8.
