Inside the $130 Million National Highway Upgrade Project in Can Tho

The Cần Thơ People’s Committee has directed relevant agencies and local authorities to prioritize land clearance for the upgrade and expansion of the first 7 km segment of National Highway 91, with a strict deadline of December 31.

Can Tho City’s Chairman, Truong Canh Tuyen, recently announced the National Highway 91 upgrade and expansion project (from Km0 to Km7), with a total investment of approximately VND 7.24 trillion. The image shows a material staging area near the project’s starting point.

Approximately 1,083 organizations, households, and individuals will be affected by the project. Among them, 109 cases have already received compensation and support for the previous National Highway 91 expansion project (from Ben Xe Intersection to Tra Noc).

The Can Tho City People’s Committee has directed additional support for the 109 cases that previously received compensation. The supplementary support matches the compensation amount according to the new project. If the current compensation is lower than the previously received amount, the higher amount will be maintained.

For land compensation (perennial crop land), the maximum support is 90% for original land users and 60% for those who acquired land use rights through transfer.

The Can Tho City People’s Committee has tasked the City Land Development Fund Center with reviewing legal land acquisition documents, compensation plans, and resettlement schemes in collaboration with relevant wards and investors. This ensures accurate identification of beneficiaries and support levels for approval.

Can Tho leaders have instructed the Department of Natural Resources and Environment to monitor and supervise the project’s implementation, addressing emerging issues and providing support. Any challenges beyond their authority will be promptly reported to the city government for guidance.

Le Nhut Thu, Deputy Head of Project Management Office 2, Can Tho City’s Transportation and Agriculture Project Management Board (the investor), stated that since the project’s commencement on September 22, 2025, they have directed contractors to mobilize machinery and equipment, establishing multiple work fronts. However, progress has been hindered by discontinuous land availability.

According to Mr. Thu, the project is located in the city center with dense housing and traffic. Therefore, the board and contractors are coordinating to ensure safety during construction. Following city leadership’s instructions, the investor has organized progress review meetings with contractors and supervisors, committing to overtime work, including weekends, to expedite completion.

A representative from the contractor near the project’s endpoint mentioned that high tides affect construction. They schedule work to avoid high tides and compensate with overtime, prioritizing the expansion of the existing road to ensure traffic flow and implementing safety barriers and signs for residents.

“We support the project and hope it’s completed quickly so we can have a clean, wide road, boosting economic development,” shared Pham Thi Ngoc Anh from Binh Thuy ward.

Nguyen Van Tien, Secretary and Head of Area 4 in Binh Thuy ward, stated that through door-to-door advocacy for census and compensation, residents have shown unanimous support. However, some households face delays due to land documentation issues. “Residents are eagerly awaiting complete documentation to receive compensation and hand over land, all hoping for swift project completion,” Mr. Tien added.
