National Assembly Enters Final Week of the 10th Session

The week of December 8–11 marks the final sprint of the 10th Session of the 15th National Assembly, with plans to adopt 42 laws and 18 resolutions, alongside key investment policies. This substantial workload caps eight weeks of continuous effort, setting a milestone for the completion of the legislative agenda for this term.

At the beginning of the week, the National Assembly will discuss a series of laws, resolutions, and investment policies directly impacting major economic hubs. This includes amending special mechanisms for Hanoi, Ho Chi Minh City, and Da Nang, reviewing the high-speed North-South railway mechanism, and approving investment plans for Gia Binh International Airport, Vinh – Thanh Thuy Expressway, and adjustments to the Long Thanh International Airport project.

The National Assembly will also provide feedback on the second phase of the 2025 budget supplementation from non-refundable foreign capital, the national energy development mechanism for 2026-2030, and addressing long-standing issues in several localities based on inspection conclusions, as well as resolving the Phuong Nam Pulp Mill project.

A crucial set of laws forming the foundation for macroeconomic governance is expected to be voted on next week. These include laws on tax administration, personal income tax, value-added tax, savings and anti-waste, public debt management, pricing, deposit insurance, insurance business, investment, and bankruptcy. These laws are pivotal in perfecting the legal framework for budget management, market regulation, and fostering an investment-friendly environment.

Laws related to planning, construction, and land are also highlights of the final working week. The National Assembly is expected to adopt the amended Law on Planning, the amended Law on Construction, the amended Law on Civil Aviation of Vietnam, and laws on urban and rural planning. Additionally, adjustments to the National Master Plan, resolving bottlenecks in the implementation of the Land Law, and key transportation infrastructure investment decisions will be addressed.

Laws on digital transformation, artificial intelligence, high technology, technology transfer, and intellectual property are anticipated to be passed, providing a legal foundation for Vietnam to align with global technological trends. These policies have long-term implications for competitiveness, productivity, and innovation.

The National Assembly will also review laws related to national security, such as the Law on Cybersecurity, the amended Law on State Secrets Protection, and laws on the defense industry. Additionally, laws on enforcement, citizen reception, complaints and denunciations, anti-corruption, power oversight, and state apparatus organization, including the Law on Specialized Courts at the International Financial Center, will be considered.

During the week, the National Assembly will discuss the 2025 work report of the justice sector, crime prevention results, enforcement, anti-corruption efforts, and the resolution of voters’ petitions.

A series of laws and resolutions on vocational education, higher education, and general education will be refined to enhance workforce quality. Resolutions on special mechanisms in education and investment policies for the National Target Program on Education for 2026-2035 will also be deliberated.

In the social sector, the National Assembly is expected to review the Law on Population, the Law on Disease Prevention, amended laws on the environment, minerals, agriculture, and resolutions on public health care, the National Target Program on Health, new rural development, sustainable poverty reduction, and ethnic minority development.

Previously, during the working week from December 1st to 5th, the National Assembly passed four laws, including the Law on Emergency Situations, the amended Law on Forensic Expertise, the amended Law on Civil Judgment Enforcement, and amendments to the Law on Judicial Records. These decisions help resolve bottlenecks in judicial activities, improve institutions, and enhance the effectiveness of law enforcement.
