On December 9-12, during the 8th session (end of 2025) of the 10th term of the Dong Nai Provincial People’s Council, the Dong Nai Provincial People’s Committee submitted a draft resolution to the council. This resolution aims to designate the Provincial People’s Committee as the competent authority to execute the investment project for extending the Ben Thanh – Suoi Tien metro line to the Provincial Administrative Center and Long Thanh Airport.

The project will be implemented through a public-private partnership (PPP) model, spanning two provincial administrative units: Dong Nai Province and Ho Chi Minh City.
The extended metro line will cover a total length of over 41 km, divided into three main segments: Segment 1 from Station S0 to the Provincial Administrative Center Station (SC), spanning over 6 km; Segment 2 from Station SC to Station SA, intersecting with the Thu Thiem – Long Thanh railway line, covering over 28 km; and Segment 3, a new line connecting to Long Thanh Airport.
The preliminary total investment is estimated at over VND 60,000 billion, including more than VND 4,300 billion for compensation, support, and resettlement. The project is scheduled for implementation from 2025 to 2029.
During the session, members of the Dong Nai Provincial People’s Council will review and vote on the draft resolution.
According to the Dong Nai Provincial People’s Committee, the implementation of this metro line or urban railway project is a crucial solution to reduce travel time, alleviate pressure on road systems, and optimize the utilization of the two largest airports in the Southern region. It aims to ensure the fastest and most convenient connectivity between the two major airports in the Southern region: Tan Son Nhat and Long Thanh.
Previously, the Dong Nai Provincial People’s Committee submitted a document to the National Assembly’s Committee on Economy and Finance and the Ho Chi Minh City People’s Committee. The document requested the inclusion of additional content in the resolution amending Resolution No. 98/2023/QH15 on pilot mechanisms and policies for Ho Chi Minh City’s development. This inclusion would allow the project extending the Ben Thanh – Suoi Tien metro line to Long Thanh to benefit from the special mechanisms outlined in Resolution 188/2025/QH15, which pilots specific mechanisms and policies for developing urban railway networks in Hanoi and Ho Chi Minh City.
Accelerating the Metro Link Between Tan Son Nhat and Long Thanh
Metro Line 2 (Bến Thành – Tham Lương) is slated to break ground before January 19, 2026. Concurrently, the segments connecting Bến Thành – Thủ Thiêm and Thủ Thiêm – Long Thành are in the investment preparation phase. All three lines are projected to be operational before 2030, establishing a high-capacity, modern transit axis linking Tan Son Nhat and Long Thanh International Airports.
