The People’s Committee of Dak Lak Province has announced that the Ministry of Construction has agreed to designate the Dak Lak People’s Committee as the competent authority to conduct investment research for the Phu Yen – Dak Lak Expressway under the PPP model.
The Dak Lak People’s Committee is responsible for conducting project research in accordance with the nature and scale of the project, reporting research results, proposing any matters beyond their authority (if any), and completing subsequent procedures in compliance with legal regulations.
The eastern and western regions of Dak Lak Province are currently connected by National Highway 29, which has deteriorated over time.
Previously, the Dak Lak People’s Committee submitted a proposal to the Ministry of Construction, requesting a review and supplementary report on the investment plan for the Phu Yen – Dak Lak Expressway.
According to the provincial leadership, following the merger of Phu Yen and Dak Lak into the new Dak Lak Province, the region now boasts a vast development space, stretching from the coast to the highlands, making it the third-largest province in Vietnam.
In this context, the development of a primary transportation axis serving as the “backbone” is crucial to seamlessly connect key economic, administrative, and production hubs, airports, seaports, and vital economic corridors within the province.
Currently, National Highway 29 serves as the primary connection between the eastern and western regions of the province. However, it faces significant limitations due to low technical standards, narrow roads, deterioration, and lack of synchronization. Given the new phase of economic and social development, coupled with national defense and security requirements, investing in an east-west expressway is an urgent necessity.
The Phu Yen – Dak Lak Expressway is thus identified as a strategic transportation artery, ensuring rapid and continuous connectivity between the eastern and western regions of the province. It will significantly reduce travel time, lower logistics costs, expand development space, foster regional connectivity, attract investment, and effectively leverage local potential and advantages.
The proposed expressway spans approximately 122 km, starting at the intersection with the North-South Expressway East and ending at National Highway 14.
The project is designed with a complete 4-lane configuration, including continuous emergency lanes, a roadbed width of 24.75 meters, a design speed of 100 km/h, and an initial total investment of nearly VND 31 trillion, excluding construction interest.
After review, the Dak Lak People’s Committee proposed implementing the project through the PPP model, with a maximum state capital contribution of 60%.
If investors cannot be attracted, the province recommends proceeding with public investment, potentially phased to alleviate budget pressure, and requests the project’s inclusion in the 2026-2030 medium-term public investment plan.
The Dak Lak People’s Committee also commits to allocating local funds, covering 50% of compensation, support, and resettlement costs, ensuring the project’s timely implementation.
