The stock market on December 15th experienced a tug-of-war session following the sharp decline at the end of the previous week. The VN-Index closed slightly lower by 0.88 points, settling at 1,646.01 points. Trading volume on HoSE reached nearly VND 18 trillion, a decrease from the previous session, reflecting investors’ cautious sentiment.
Amid the market’s subdued tone, Quoc Cuong Gia Lai’s stock (QCG) remained in the spotlight, marking its fourth consecutive ceiling session. QCG’s price hit VND 18,800 per share, surging approximately 30% in less than a week of trading, with no selling pressure.

Large-cap stocks continued to weigh on the index. Vingroup-related stocks traded mixed, with VHM down 1.7%, VIC down 0.8%, and VPL hitting the floor, dragging the VN-Index down by approximately 5 points. VRE was a rare bright spot, rising over 5%.
The banking and securities sectors saw some highlights. VPB gained more than 3.5%, becoming a key market supporter in the session. Several securities stocks, including TCX, VCI, VND, and SSI, also traded positively.
TCX approached its ceiling price after being included in the MarketVector Vietnam Local Index, a benchmark for the VanEck Vectors Vietnam ETF (VNM ETF). According to the Q4/2025 review, with a weight of nearly 2%, the VNM ETF is expected to purchase approximately USD 10 million worth of TCX shares, equivalent to 5.5 – 6.5 million shares.
Conversely, mid-cap real estate stocks faced selling pressure, with DIG, PDR, and DXG declining over 2%. Foreign investors returned to net buying, with a value of nearly VND 700 billion, focusing on deeply corrected stocks, while continuing to net sell VIC.
At the close, the VN-Index fell 0.88 points (0.05%) to 1,646.01 points. The HNX-Index dropped 0.72 points (0.29%) to 249.37 points. The UPCoM-Index decreased 0.71 points (0.6%) to 118.55 points.
Securities Company Fined Billions
The State Securities Commission (SSC) has issued a decision to administratively sanction EVS Securities Corporation (Hanoi) in the field of securities and the securities market, with a fine of up to VND 1.135 billion.
The two most severe penalties, totaling VND 275 million, were related to incomplete advisory services for private bond issuance dossiers and offering the Elending lending product without SSC approval.
EVS was also fined for misreporting financial safety ratios, violating investment restrictions, opening margin accounts for insiders, deploying personnel without professional certificates, delayed reporting, delayed information disclosure, and failing to register as a derivatives clearing member on time.
The SSC has requested the company to rectify the situation by resubmitting accurate information as required.

The VN-Index surged dramatically in the afternoon session on December 16, with a trading range of nearly 60 points. Strong bottom-fishing demand and the leadership of Vin Group stocks, particularly VPL, helped the market break its five-session losing streak.
