On December 16, 2025, Mr. Vuong Quoc Tuan, Chairman of the People’s Committee of Thai Nguyen Province, chaired the monthly citizen reception session.
The session was held both in-person and online, connecting the provincial citizen reception office with commune-level centers.
During the session, representatives of 60 citizens from Gia Sang Ward stated that they had paid 95% of the contract value for land purchases at Urban Area Project No. 11 (Gia Sang Ward), developed by Kosy Joint Stock Company, since 2021. However, they have yet to receive their land or land-use right certificates.
Residents urged the company to disclose project progress and called on relevant agencies to fulfill their responsibilities promptly.

In response, Chairman Vuong Quoc Tuan directed Kosy Joint Stock Company to establish a representative office with a clear address for citizen transactions and feedback. He also tasked the Department of Construction with classifying transacted land in collaboration with local authorities. For eligible households, the company must fulfill its obligations transparently.
Similarly, citizens from Song Cong Ward (Thai Nguyen Province) reported that since 2018, many buyers have deposited and paid for land at the Kosy Song Cong Urban Area Project but have not received their plots. They requested a review of project implementation, financial obligation handling, and potential extensions.

Following discussions, Chairman Vuong Quoc Tuan instructed that for land plots awaiting provincial approval, the company must fulfill financial obligations immediately upon approval, completing them by Q1/2026. For remaining areas pending central decisions, the Song Cong Ward People’s Committee will collaborate with Kosy Joint Stock Company on related tasks and propose next steps in compliance with regulations.
Mr. Vuong Quoc Tuan also directed the Department of Construction to review all real estate projects in the province and publicly list those eligible for transactions. Developers must commit to specific timelines, accelerate site clearance, particularly for social housing projects, to address citizen concerns and balance investor-citizen interests.
