Prime Minister Appoints Acting Minister of Industry and Trade

On the afternoon of December 22nd, at the Government Office, Prime Minister Pham Minh Chinh presided over the announcement and handover ceremony of the Decision to appoint Comrade Le Manh Hung as Acting Minister of Industry and Trade.

The event was attended by Politburo members, Secretariat members, Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, Deputy Secretaries of the National Assembly Party Committee, and leaders of central ministries and agencies.

Recently, the Politburo has carried out procedures for the transfer, assignment, and appointment; the Prime Minister issued Decision No. 2768/QD-TTg on December 20, 2025, transferring Le Manh Hung, Chairman of the Members’ Council of the National Oil and Gas Group of Vietnam, to work at the Ministry of Industry and Trade, and authorizing him as Acting Minister of Industry and Trade. The Government Party Committee has decided to appoint Le Manh Hung to the Party Committee, the Standing Committee, and as Secretary of the Party Committee of the Ministry of Industry and Trade.

Le Manh Hung, born in 1973, is an organic petrochemical engineer, holds a PhD in petrochemicals, and is a senior political theorist.

From 2013 to 2019, Le Manh Hung served as Deputy General Director of Petrovietnam. Since June 2019, he has been the General Director and was appointed Chairman of the Members’ Council of the Group from the beginning of 2024.

Presenting the appointment decision to Le Manh Hung, Prime Minister Pham Minh Chinh congratulated him on being trusted by the Party and State to assume the important responsibility as the head of the Ministry of Industry and Trade—a multi-sectoral ministry playing a “pillar” role in the economy, leading the development of industry, trade, and services in the country.

The Prime Minister emphasized that Le Manh Hung is a cadre with over 27 years of experience, well-trained, with vision, breakthrough thinking, and rich practical experience in both state management and corporate governance. In his positions, Le Manh Hung has always demonstrated himself as an exemplary, dedicated, decisive, and resolute cadre in fulfilling assigned tasks; he is a center of unity and consensus in action within the leadership teams where he has worked.

Before becoming Chairman of the Members’ Council of Petrovietnam, Le Manh Hung worked at the Government Office and held various leadership and management positions in the oil and gas industry. During his tenure as Chairman, Petrovietnam stabilized, resolved previous issues, and developed significantly, becoming a multinational corporation participating in global value chains.

Therefore, his appointment as Acting Minister reflects the Party and State’s trust and high expectations for him and the future development of the Ministry of Industry and Trade.

The Prime Minister affirmed that over the years, the industry and trade sector has grown stronger, achieving many outstanding results and making significant contributions to national construction and development. These achievements bear the mark of Nguyen Hong Dien, who, as Minister, demonstrated leadership and steered the sector through challenges, effectively implementing economic development and integration policies.

On behalf of the Government, the Prime Minister acknowledged Nguyen Hong Dien’s contributions and expressed hope that in his new role as Deputy Secretary of the National Assembly Party Committee, he would continue to support the industry and trade sector.

The Prime Minister noted that the industry and trade sector faces significant but honorable missions. He urged Le Manh Hung to build on past achievements, foster unity, and focus on “six pioneering” tasks: industrialization, modernization, sustainable development, digital and green transformation, market diversification, anti-corruption, and building a strong, professional workforce.

The Prime Minister expressed confidence in Le Manh Hung’s ability to drive the sector toward rapid, sustainable, double-digit growth, contributing to national development goals. He assured that the Government would support Le Manh Hung and the Ministry of Industry and Trade in fulfilling their duties.

Le Manh Hung expressed gratitude for the trust placed in him and acknowledged the responsibility before the Party, State, and the nation’s industrialization and modernization efforts. He thanked Party and State leaders for their support and acknowledged his predecessor, Nguyen Hong Dien, for laying a strong foundation for the sector.

He pledged to uphold the Ministry’s traditions, implement Party and State policies, and focus on institutional reforms, administrative modernization, energy security, industrial development, and international integration.

He emphasized the need for continued support from Party and State leaders, National Assembly supervision, and collaboration with ministries, localities, businesses, and the public to achieve the sector’s goals.
