The Ho Chi Minh City Department of Construction has issued guidelines for implementing Decision No. 17/2025 by the City People’s Committee, which addresses social housing (SH) support for individuals who own homes but live far from their workplaces.
A key highlight is the use of digital mapping to determine the distance between home and workplace, serving as a criterion for purchasing or renting SH.
To measure this distance, the Department of Construction instructs agencies, units, businesses, organizations, and individuals to use the Ho Chi Minh City Digital Map application at https://bando.tphcm.gov.vn/. The process involves four steps:
Step 1: Access the digital map and select the route-finding icon.
Step 2: Choose the motorcycle icon as the mode of transportation.
The starting point is the current residence of the individual seeking SH. The destination is the workplace listed in the employment contract or confirmed by the employer. If the workplace is not found, manually select the location on the map and click “Go here.”
Step 3: Determine the travel distance (km) from the current residence to the workplace.
Step 4: If the distance meets the criteria, the individual must declare and commit to their housing conditions using the provided form.

Previously, on September 12, the Ho Chi Minh City People’s Committee issued Decision No. 17/2025, outlining eligibility for SH support for homeowners living far from their workplaces.
Based on the distance between the owned residence and workplace, the Committee identifies two cases eligible for SH purchase or rental:
Case 1: Individuals residing in a ward located 14.5km or more (with a margin of error of up to 0.5km) from their workplace, provided the SH is closer to the workplace than their owned residence.
Case 2: Individuals residing in a commune located 20km or more (with a margin of error of up to 0.5km) from their workplace, provided the SH is closer to the workplace than their owned residence.
Those owning property in the Con Dao Special Zone are ineligible for SH support in Ho Chi Minh City, unless their per capita living area is less than 15 m²/floor/person.
Distances in both cases are calculated using the shortest route via road or waterway, determined through the Ho Chi Minh City Digital Map’s distance and route measurement feature.
