The conference was held at the Government Office, connecting online with 98 Vietnamese representative agencies abroad. Attendees included Secretary of the Party Central Committee and Minister of Foreign Affairs Le Hoai Trung, Deputy Prime Minister Bui Thanh Son, and leaders from central and local government agencies.
The conference took place as the entire Party and nation actively prepare for the 14th National Party Congress, a pivotal political event marking a new era of national development. Reviewing the work with overseas Vietnamese not only summarizes practical achievements but also reaffirms their role in the great national unity, nation-building, and defense, as well as mobilizing resources for future development.
Reports and discussions at the conference emphasized that overseas Vietnamese are an integral part of the Vietnamese nation. Over 20 years since Resolution No. 36-NQ/TW, the Party and State have increasingly supported the overseas Vietnamese community’s growth. The bond between the Party, State, and overseas Vietnamese has strengthened, becoming more substantive.
Legal frameworks have been enhanced to better protect the legitimate rights and interests of overseas Vietnamese. Notable laws include amendments to the Nationality Law, easing conditions for nationality reacquisition, and laws on Science and Technology, Land, Housing, and Real Estate Business.
The overseas Vietnamese community has grown significantly in both quantity and quality. From 2.7 million in nearly 90 countries in 2004, it now numbers nearly 6.5 million in over 130 countries. Seventeen overseas Vietnamese are members of the Vietnam Fatherland Front Central Committee.
The Party and State not only facilitate and leverage this resource but also shift their approach to fully utilize overseas Vietnamese talent, creating an optimal environment for their contributions.
Overseas Vietnamese actively contribute intellectually to national policies, including the 14th National Party Congress documents. Annually, they remit approximately $15 billion. Diaspora from 35 countries have invested in 457 projects totaling $1.729 billion across 26 provinces.
Approximately 600,000 highly educated overseas Vietnamese contribute to national development, particularly in science, technology, innovation, and digital transformation. Ten innovation networks and expert groups have been established in 22 countries, with over 2,000 members.

Prime Minister Pham Minh Chinh emphasized the timeliness and importance of reviewing 20 years of Resolution No. 36-NQ/TW as Vietnam enters a new development phase. The Ministry of Foreign Affairs has rigorously implemented this review under the guidance of the Party Secretariat and Government Party Committee, with cooperation from central and local agencies and active participation from overseas Vietnamese.
The Prime Minister and delegates highlighted key achievements from Resolution 36, which clearly defines the role and importance of overseas Vietnamese as an integral part of the nation. It provides a legal framework to protect their rights, enabling them to contribute to national development and strengthen Vietnam’s international relations.
On behalf of Party General Secretary To Lam and state leaders, Prime Minister Pham Minh Chinh commended the significant achievements in overseas Vietnamese affairs and acknowledged their contributions across various fields, enhancing national accomplishments.
The Prime Minister stressed that overseas Vietnamese are a vital resource for national construction and defense. The Party and State highly anticipate their support in achieving the strategic goals of bringing Vietnam into a new era of prosperity.
He emphasized that national unity is a core value of the Vietnamese people. “When formulating policies, we always consider overseas Vietnamese as key stakeholders, ensuring their participation and support in nation-building,” he stated.
The Prime Minister affirmed that the nation values all contributions from overseas Vietnamese, no matter how small. During international visits, Vietnamese leaders consistently request host countries to support the overseas Vietnamese community’s development.
He outlined three key breakthroughs for overseas Vietnamese affairs: (i) Strengthening national unity while protecting their legitimate rights; (ii) Building a sustainable, growing, and high-quality overseas Vietnamese community closely connected to the homeland; (iii) Effectively mobilizing their resources, especially in science, technology, innovation, and digital transformation.
The Prime Minister emphasized the Party’s absolute leadership in overseas Vietnamese affairs, synchronized implementation of strategic resolutions, and close coordination among government levels and legislative bodies. He called for continuous improvement of legal frameworks, enabling overseas Vietnamese to participate in national political, economic, and social life, and for innovative approaches to enhance engagement.
He urged the development of technology-driven communication channels to connect overseas Vietnamese with the homeland, creating favorable conditions for intellectuals and experts to contribute. This includes promoting investment connections and establishing “Make in Vietnam” and “Made by Vietnam” production chains, diversifying markets and global value chains.

The Prime Minister emphasized that policies should aim for: “A proactive State, a pioneering community – united inside and out – for a prosperous nation, respected internationally, and a happy people.”
He recalled President Ho Chi Minh’s words: “The homeland and government always cherish overseas Vietnamese, like parents missing their children. This is the natural way of humanity, the bond of one family,” and “I always think of overseas Vietnamese who sacrifice for the homeland, remaining loyal despite hardships.”
The Prime Minister expressed confidence that with the unity of all Vietnamese under the Party’s leadership, Vietnam will become a peaceful, stable, integrated, prosperous, and happy nation, advancing toward socialism. Vietnamese everywhere will be proud ambassadors of their nation in the new era.
Minister of Foreign Affairs Le Hoai Trung highlighted that achievements in overseas Vietnamese affairs result from the synchronized efforts of the political system and the people, embodying the strength of national unity, as President Ho Chi Minh emphasized: “Unity, unity, great unity; success, success, great success.”
He thanked the Party, State, and especially Prime Minister Pham Minh Chinh for their leadership in foreign affairs and overseas Vietnamese work. Despite global challenges, the Prime Minister has implemented economic and social development solutions while consistently supporting the overseas Vietnamese community, regularly engaging with and addressing their needs.
The Minister affirmed that the Ministry of Foreign Affairs will continue to implement Party and government directives, collaborate with agencies and the overseas Vietnamese community, innovate approaches, and enhance the effectiveness of overseas Vietnamese affairs, maximizing their contributions to national development and elevating Vietnam’s global standing.
