Proposed Addition of Five Metro Lines to Ho Chi Minh City’s Special Mechanism

The Ho Chi Minh City People’s Committee has proposed five new metro lines to the People’s Council for approval. These lines will connect the city to Long Thanh Airport, Thu Dau Mot, and Vung Tau, significantly expanding the urban rail network and fostering regional development.

Today, the 10th session of the Ho Chi Minh City People’s Council (HĐND) convened its 7th meeting to further review policies and initiatives related to economic and social management and development.

Ahead of the session, the Ho Chi Minh City People’s Committee (UBND) submitted a proposal to the HĐND for approval, seeking to add several metro rail projects to the appendix of Resolution 188 issued by the National Assembly. This resolution outlines pilot mechanisms and special policies to develop urban rail networks in Hanoi and Ho Chi Minh City.

Resolution 188 initially approved seven metro lines, numbered 1 through 7. Ho Chi Minh City is expediting procedures to simultaneously invest in multiple lines, addressing the growing demands of economic development and public transportation.

Following the integration of Binh Duong and Ba Ria – Vung Tau into Ho Chi Minh City, additional urban rail projects have been prioritized for the 2026-2030 period. Consequently, the UBND has proposed adding five new projects to the list under Resolution 188 to accelerate investment progress.

The five proposed metro lines include:

Metro Line 1 (Binh Duong New City – Suoi Tien): This extension aims to expand the network, seamlessly connecting with Metro Line 1 (Ben Thanh – Suoi Tien). The project links the administrative and political centers of Ho Chi Minh City, from Binh Duong District to Saigon District. It is expected to alleviate congestion on the My Phuoc – Tan Van route, foster new development spaces, and promote compact urban growth through the Transit-Oriented Development (TOD) model.

Metro Line 2 (Thu Dau Mot City – Ho Chi Minh City): Directly connecting Thu Dau Mot District with neighboring areas and the city center, this line integrates with Metro Line 3 (Hiep Binh Phuoc – An Ha) to form a central transit corridor, reducing pressure on National Highway 13.

Metro Line 3 (Vung Tau – Ba Ria – Phu My): This project connects Long Thanh Airport and surrounding areas to Vung Tau District’s center. It aims to boost coastal tourism, establish an economic and urban growth corridor along the coast, and promote sustainable development. The line will also support the creation of a national-level logistics hub and the Cai Mep Ha Free Trade Zone.

Extension of Metro Line 1 (Ben Thanh – Suoi Tien): This extension reaches Dong Nai Province’s administrative center and Long Thanh Airport, addressing the urgent need for modern connectivity between Ho Chi Minh City and Dong Nai Province. It will optimize the use of Long Thanh Airport, enhance urban services and logistics, and reduce congestion on Hanoi Highway and National Highway 51.

Thu Thiem – Long Thanh Railway: This critical project provides direct connectivity between Ho Chi Minh City, Tan Son Nhat Airport, and Long Thanh Airport, meeting the increasing travel demands.
