New Residential Projects in Ho Chi Minh City: More Apartments and Land Plots Receive Legal Titles

The residential complex at lots 3-11 in the Thu Thiem New Urban Area, the low-rise housing project by Doan Nguyen Company in Binh Trung Ward, and the mixed-use apartment and commercial services buildings at 765 and 751/8 Hong Bang Street in Binh Tay Ward have been prioritized by Task Force 1645 to resolve outstanding issues, paving the way for the issuance of property certificates to homebuyers.

Task Force 1645, led by Director of the Ho Chi Minh City Department of Agriculture and Environment, Nguyen Toan Thang, along with its members, recently convened to address and resolve bottlenecks in several projects, paving the way for the issuance of property ownership certificates to homebuyers.

Specifically, the 3-11 Complex Housing Area within the Thu Thiem New Urban Area, developed by GS Enterprise Vietnam LLC, features two residential towers (Tower I with 25 floors and Tower II with 32 floors). The total land area spans 9,125 m², accommodating 300 apartments.

The project has been confirmed by the Ho Chi Minh City Department of Construction to comply with regulations regarding sales to foreign buyers. Consequently, Nguyen Toan Thang approved the issuance of property ownership certificates for the project.

The second project is the Low-Rise Housing Area in Binh Trung Ward, developed by Doan Nguyen Housing Investment and Trading LLC. The project covers a total area of 60,732 m², comprising 67 low-rise houses, 3 apartment buildings (yet to be constructed), and public facilities including a kindergarten and primary school.

All 67 land plots within the project have been issued land use right certificates to the developer. Following the meeting, Nguyen Toan Thang approved the issuance of property ownership certificates as requested by the developer.

The final project is the Mixed-Use Residential and Commercial Complex at 765 and 751/8 Hong Bang Street, Binh Tay Ward, developed by Minh Anh Real Estate Services LLC. The project includes 437 apartments and 25 commercial units.

Due to a change in the land use coefficient from 8 to 9, the Ho Chi Minh City People’s Committee issued a decision on December 3, 2025, approving additional land pricing for the area. On December 31, 2025, the Ho Chi Minh City Land Registration Office forwarded the information to the Ho Chi Minh City Tax Department. Minh Anh Real Estate Services LLC is currently awaiting the tax notification to fulfill additional financial obligations for the project.

After reviewing the input from members, Nguyen Toan Thang requested the developer to commit to supporting the local community with 2 billion VND as pledged and to complete project components such as a nursery school before considering the issuance of property ownership certificates.
