Hanoi Proposes Roadmap to Complete Renovation and Upgrading of 2,160 Old Apartment Buildings and Collective Housing Units

By 2030, the city aims to complete the renovation and construction of all old apartment buildings that have undergone inspection and received conclusions. By 2035, the goal is to finalize the urban renewal, refurbishment, and reconstruction of all 2,160 apartment complexes.

The Hanoi People’s Committee has submitted a proposal to the Hanoi People’s Council regarding the issuance of a resolution to adjust the city’s housing development program for the 2021-2030 period.

According to the Hanoi People’s Committee, the adjustment must align with the goals, orientations, tasks, and solutions outlined in the National Housing Development Strategy for the 2021-2030 period, with a vision toward 2045.

Within the historical inner-city areas, the development of apartment buildings will be restricted. New housing and urban area projects must be planned and constructed following smart, civilized, modern, and green housing principles.

The 468 Vinh Hung social housing project is currently under construction.

From 2021 to 2030, the city aims to develop 255 million square meters of housing floor area, increasing the average housing area per capita to a minimum of 40 square meters. From 2031 to 2035, the goal is to complete approximately 127.5 million square meters, raising the average to at least 45 square meters per person. By 2045, the city strives to achieve an average housing area of 50 square meters per capita.

The adjustment is attributed to changes in GRDP forecasts and population projections by 2030, as proposed in the Capital’s 100-year Vision Master Plan.

For social housing, the city aims to develop a minimum of 144,000 units from 2021 to 2030, and complete at least 500,000 units from 2031 to 2035.

The city also targets the completion of approximately 180 million square meters of commercial housing floor area, equivalent to around 1.1 million units.

Regarding resettlement housing, the city will implement multi-functional resettlement urban area projects. From 2021 to 2030, the goal is to complete about 13.8 million square meters, corresponding to nearly 200,000 units.

From 2026 to 2030, the city aims to complete the renovation and construction of old apartment buildings that have been inspected (approximately 1.5 million square meters). By 2035, all 2,160 apartment buildings will be renovated, upgraded, and urban redevelopment completed.

The estimated land area for social housing and multi-purpose housing development from 2026 to 2030 is approximately 1,492.5 hectares. The city will also construct 1-2 housing areas for experts, talents, and high-tech human resources.

The capital requirement for housing development from 2021 to 2030 is approximately 2.8 quadrillion VND. This includes 2 quadrillion VND for commercial housing, 321.902 trillion VND for multi-purpose housing, and 52.562 trillion VND for social housing for the armed forces.
