These challenges, akin to strong headwinds, have been successfully navigated, enabling Vietnam to achieve positive outcomes.

The Vietnamese government has introduced Decree 319, marking the first time criteria have been established for selecting domestic enterprises to transfer technology for railway projects. Previously, numerous companies had already expressed readiness to participate in high-speed rail initiatives, aiming to enhance localization rates.
