By the end of October, Quang Tri had only disbursed 41.24% of the capital plan allocated by the Prime Minister, falling below the national average. More alarmingly, 14 projects across the province remain completely unfunded, with no disbursements made to date.

On November 11th, the Dutch Development Bank (FMO) and Ho Chi Minh City Development Joint Stock Commercial Bank (HDBank, HOSE: HDB) signed a Memorandum of Understanding (MoU) on sustainable investment and finance cooperation. The signing ceremony took place during the visit of a Dutch business delegation led by Ms. Aukje de Vries, Minister for Foreign Trade and Development Cooperation of the Kingdom of the Netherlands, to Vietnam.

Ho Chi Minh City aims to complete 232 kilometers of Metro by 2030. The entire political system is focused on accelerating progress, mobilizing additional resources, and expanding land funds through the Transit-Oriented Development (TOD) model.
