On January 31, the Ho Chi Minh City People’s Committee organized a scientific workshop to solicit comments on the draft Ho Chi Minh City Planning for the period 2021 – 2030, with a vision to 2050. Deputy Chairman of the Ho Chi Minh City People’s Committee Vo Van Hoan chaired the workshop.

At the workshop, the consulting unit presented the draft Report on Ho Chi Minh City Planning for the period 2021 – 2030, with a vision to 2050. Through the evaluation of specific development factors and conditions; assessment of development status and results of the previous planning period, it is shown that Ho Chi Minh City continues to be a driving force, a leading center in the role of a major center for economy, finance, commerce, culture, science and technology, innovation, education and training in the key economic region in the South and the whole country.

Ho Chi Minh City is an important gateway connecting the region and the world. The economic structure of Ho Chi Minh City continues to shift positively, attaching to the innovation of the growth model, gradually developing in depth based on the application of science and technology and innovation.

It is worth noting that there are two scenarios for spatial development.

Scenario 1: Ho Chi Minh City has 1 central city (16 districts); 1 Thanh Pho Thu Duc – parallel urban area and 5 satellite cities: Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio.

Scenario 2: Ho Chi Minh City has 1 central city (15 districts); 1 Thanh Pho Thu Duc – parallel city and 3 satellite cities: Cu Chi – Hoc Mon , Binh Chanh and Nha Be – District 7 – Can Gio .

Economic situation of proposed districts and towns to become 3 satellite cities

Cu Chi: In 2023, Cu Chi district completed and exceeded 25/25 economic – cultural – social development targets set for 2023. The economy continues to grow, the value of industry production of the whole industry reaches 100.57%, an increase of 8.82% over the same period and the total state budget revenue reaches 1,646.235 billion dong, reaching 115.81% of the planned law.

Implementing and disbursing for each public investment project achieves 3,155,702 billion dong, of which projects managed by City Commissions fully disburse 100% compared to the assigned targets of the City, projects managed by the district plan to be implemented by the end of the 2023 budget disbursed to the proportion of 96.9% of the plan capital, exceeding 1.9% compared to the plan for disbursing the district People’s Committee registered with the City; focus on implementing the work of land recovery, site clearance, compensation, support for resettlement for projects in the district, especially the investment project in the construction of the Beltway 3 Road.

Hoc Mon: In 2023, economic development activities in the district experienced positive changes; the socio-economic situation of the district continues to recover … The whole district has 2,450 newly established enterprises; 2,332 registered business households. Also in the year, the district completed many key projects according to the 2023 District Party Committee Resolution such as: Upgrading and renovating the District Party Committee – People’s Council – People’s Committee; construction of Tan Hiep 9 Road, Tan Thoi Nhi 2 nursery school; especially completing the ecological tourism park in Hoc Mon, which has contributed to meeting the needs of entertainment and recreation for people in the district …

In 2024, Hoc Mon district strives to complete 35 targets for socio-economic development, national defense and security; strive to achieve state budget revenue in 2024 of 1,600 billion dong.

Binh Chanh: In 2023, Binh Chanh district achieved many outstanding results as expected the state budget revenue by December 31, 2023 is expected to reach VND 2,130 billion, achieving 102% of the plan. The total value of production increased by 10.5% compared to the same period in 2022, of which the trade and services sector increased by 15.9% …

For the work of disbursing public investment capital, the district concentrated on implementation, estimated at the end of 2023, achieving a disbursement rate of over 95% of the assigned plan; focus on directing the acceleration of the implementation progress of 111 projects. Specifically, the Ring Road 3 project through the district’s area so far the number of households receiving compensation money support reached 60.6% of the plan capital; households have handed over the land reached 96.89%.

Nha Be: In 2023, the total value of production in Nha Be district reached over 79.6 billion VND, achieving a rate of nearly 100.7% compared to the annual plan, an increase of 12.15% compared to the same period in 2022.

State budget revenue reached 1,037.8 billion VND (reaching 91.58% of the plan), higher than the estimated 86.18% that the City Tax Department assigned to the district. Compared to 2023, the progress of public investment has exceeded the set targets; thereby contributing to the systematic development of technical infrastructure and social infrastructure. Specifically, the disbursement rate as of the end of the year of the 2023 State budget reached 95.12% (exceeding the target of 95%); the disbursement volume reached more than double than the same period.

District 7: According to the report of District 7 People’s Committee on economic development in 2023, the state budget revenue by December 31, 2023 is 5,501 billion dong, reaching 101.27% of the plan, most of the revenue from the commercial sector, services. The area of ​​economic revenue is 3,346 billion VND, achieving 119.52% compared to the annual plan, an increase of 14.25% compared to the same period.

The total number of active enterprises is 24,011, mostly engaged in the trade – services sector (accounting for 85%). Newly established businesses are 2,776, an increase of 10% compared to the same period. The number of businesses temporarily suspended or ceased business activities is 295 businesses, an increase of 1.72% compared to the same period.

Can Gio: In 2023, Can Gio district continued to focus on implementing the Resolution of the Party Congress of the district for the term 2020 – 2025 with 9 key programs. The estimated results achieve 14/18 major targets and exceed the plan, 01/18 targets partially achieving the plan, especially the target of growth in production value is estimated to reach 17.2%, exceeding the planned 0.5%; of which the fishery – agriculture sector increased by 9.7%, and the industry and construction sector increased by 7.9% and the service sector increased by 23.7%, making up for the low growth rate in the first two years of the term, the average growth rate in the period 2021 – 2023 is estimated to reach 12.5% / year.

Can Gio is expected to be invested in the Can Gio International Transshipment Port

The economic structure continues to increase the proportion of the service sector reaching 57.1% (an increase of 4.1% compared to 2022). This contributes greatly to the preliminary results of the first 3 years of implementing the plan for socio-economic development in 2021 – 2025, the economy of the district in the period of 3 years 2021 – 2023 achieves an average growth value of 12.5% / year; the economic structure is positively shifting towards the development orientation of the district, in which the service sector accounts for 57.1%, an increase of 11.9% compared to 2020.

Currently, the construction of the “super” Can Gio International Transshipment Port with a total investment of over USD 5 billion is being particularly concerned and carefully considered by the leaders of Ho Chi Minh City based on sustainable development, do not exchange at any cost to develop projects that consider balance between economic and social interests and issues of resources, environment. The impacts of the road system connecting the port on the existing biosphere reserve will be given special attention.
