On January 31, the Lang Son Provincial People’s Committee issued Decision No. 231/QD-UBND on the disciplinary action against Mr. Le Van Thang, Head of the Management Board of the Dong Dang – Lang Son Border Gate Economic Zone, by removing him from the position of Head of the Management Board of the Dong Dang – Lang Son Border Gate Economic Zone.
Prior to that, upon considering the proposal of the Provincial Party Inspection Committee regarding the examination, disciplinary action of the Party, and self-criticism of Mr. Le Van Thang, the Standing Committee of the Provincial Party Committee found that during his tenure as Secretary of the Party Cell of the Department of Planning and Investment, in the 2015-2020 term, Deputy Director of the Department of Planning and Investment, Mr. Le Van Thang violated the rules that Party members must not commit. In particular, due to his lack of responsibility in leadership, direction, review, and approval of investment project support, which caused serious consequences, Mr. Le Van Thang was prosecuted by the Lang Son Provincial Police’s Investigative Agency for the offense of “Violation of regulations on management and use of public investment capital causing serious consequences,” as stipulated in Article 220, Clause 3 of the Criminal Code.

The violation committed by Mr. Le Van Thang was determined to have a very serious nature and level of harm, causing negative public opinion among officials and Party members, as well as compromising his own credibility and the credibility of the Party and the organization where Mr. Thang was working.
Based on the content, nature, level, and consequences of the violation, on January 26, 2024, the Standing Committee of the Provincial Party Committee issued Decision No. 1581-QD/TU to carry out disciplinary action against Mr. Le Van Thang, Secretary of the Party Committee, Head of the Management Board of the Dong Dang – Lang Son Border Gate Economic Zone (formerly Secretary of the Party Cell of the Department of Planning and Investment, in the 2015-2020 term, former Deputy Director of the Department of Planning and Investment), by expelling him from the Party.
It is known that after holding the position of Deputy Director of the Department of Planning and Investment, Mr. Le Van Thang was transferred, appointed, and held various positions: Deputy Secretary of the District Party Committee – Chairman of the People’s Committee of Dinh Lap District, Lang Son; Head of the Management Board of the Dong Dang – Lang Son Border Gate Economic Zone.
In relation to this case, the Lang Son Provincial People’s Procuracy also issued a request to the Lang Son Provincial Police’s Investigative Agency to continue making the decision to initiate criminal proceedings against the remaining individuals involved in providing advice, issuing decisions on investment support, project evaluation, approval of investment support funds, and disbursement of funds for investment support for Sao Bac Viet Investment and Development Joint Stock Company, which caused damage to the state budget.
