Regarding the Project of Software Park No. 2, invested by Da Nang City with a budget of 986 billion VND, completed the first phase but unable to operate due to legal obstacles. On February 6, the Department of Information and Communications of Da Nang City announced that the Government has issued Decree No. 09/2024/NĐ-CP (signed by Deputy Prime Minister Le Minh Khai on February 1, 2024), amending and supplementing some articles of Decree No. 144/2016/NĐ-CP of the Government on some special mechanisms for investment, finance, budget, and decentralization of management for Da Nang City.

Article 1 of Decree No. 09/2024/NĐ-CP has supplemented Article 9a (following Article 9 of Decree No. 144/2016/NĐ-CP dated January 1, 2016) regarding investment, management, operation of assets, and information infrastructure of Da Nang Technology Concentrated Park (abbreviated as Information Technology Area Concentrated Park).
The decree specifies that the Technology Concentrated Park is invested by Da Nang City People’s Committee in accordance with the regulations of the law on state budget, law on public investment as information infrastructure.
The City Council will consider deciding on investment, upgrading, expansion, and development of information infrastructure assets for the Technology Concentrated Park from the city budget source.
The state management agency of the Technology Concentrated Park is Da Nang City People’s Committee. The managing entity of the Technology Concentrated Park is a public service unit of Da Nang City People’s Committee.
The selection of the entity provided with infrastructure in the Technology Concentrated Park (using assets) is implemented through auction.
A representative of the Department of Information and Communications of Da Nang confirmed that Decree No. 09/2024/NĐ-CP has created a legal corridor for Da Nang City to proactively operate and exploit the Software Park No. 2 project (Technology Concentrated Park) invested with a budget of 986 billion VND.
As previously reported, starting from mid-2020, the Infrastructure Project of Da Nang Technology Concentrated Park has completed buildings from 8 to 20 floors, along with supporting infrastructure, meeting the direct working needs for about 6,000 high-quality human resources. Additionally, it also provides favorable conditions to attract information technology and digital technology enterprises (both domestic and foreign). The project has essentially been completed in the first phase but it is not known when it can be put into operation due to legal obstacles. Specifically, there is no regulation on the management, use, and exploitation of the software park.
While waiting for the legal corridor, the infrastructure and buildings of the Software Park No. 2 project show signs of deterioration due to their location in the coastal area, regularly facing storms and the encroachment of high tides. If the 986 billion VND budget invested in the project of Software Park No. 2 is not “unlocked” soon, it will hinder the goal of taking the lead in information technology and building a “Smart City” for Da Nang, causing wastefulness.
