Free Health Insurance for People over 70 in Hanoi

From January 1, 2024 until December 31, 2025, all elderly citizens in Hanoi, aged 70 to under 80, will receive 100% support for their health insurance (BHYT) contribution. This is in line with our special policy to ensure the well-being of our senior population.

Plan for implementing the support for health insurance premium payment for the elderly from 70 to under 80 years old; people with mild disabilities; students with difficult circumstances; individuals from households engaged in agriculture, forestry, and fisheries with average living standards in Hanoi are being implemented and applied by districts and communes after being approved by the People’s Council at the end of 2023.

Accordingly, 100% health insurance premium payment support is provided for the elderly from 70 to under 80 years old who reside in Hanoi but are not obligated to participate in compulsory health insurance. 70% health insurance premium payment support is provided for individuals with mild disabilities who do not have health insurance cards and reside in Hanoi (excluding children with mild disabilities under 16 years old);

Students with difficult circumstances who reside in Hanoi and belong to households engaged in agriculture, forestry, and fisheries with average living standards according to the city’s standards, and are not issued health insurance cards, are currently studying at educational institutions, vocational education institutions under the national education system established or delegated by the Hanoi People’s Committee, provincial departments, district-level People’s Committees, and town-level People’s Committees. Individuals from households engaged in agriculture, forestry, and fisheries with average living standards according to the city’s standards and residing in Hanoi are eligible for an additional 30% health insurance premium payment support.

This policy will be a continued source of support to increase the proportion of people participating in health insurance to nearly 100%, covering the social security network.
