People and businesses join forces
In 2023, with a GRDP growth rate of 10.35%, Khanh Hoa province ranked 4th nationwide and led the North Central and Central Coastal regions.
Sharing with the Government e-newspaper in the early days of the new year 2024, Mr. Nguyen Tan Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Khanh Hoa province, said that these achievements of Khanh Hoa province were thanks to the high determination, effort, solidarity and unity of the entire political system, people and businesses.
According to the leaders of Khanh Hoa province, the province always closely follows and effectively implements the synchronized tasks and solutions for socio-economic development set by the Central Government. The province has also proactively implemented synchronized solutions and policies to alleviate difficulties for production and business activities, especially policies regarding tax exemptions, reductions, extensions, fees, land rents, interest rate incentives, etc.
At the same time, the province focuses on administrative reform and improving the investment and business environment. In 2023, Khanh Hoa province put into operation the Public Administration Service Center, launched the Khanh Hoa Investment Promotion Portal, and issued the Coordination Regulations for exchanging and providing information and resolving difficulties for businesses and investors in the province.
Key investment projects have also been implemented and completed in the province. These projects have made significant contributions to the economic growth of Khanh Hoa province in 2023, such as expressways and the Vân Phong BOT Thermal Power Plant.
“Focusing resources, accelerating the progress of key projects, and regional linkages are important motivations to promote economic and social development,” emphasized Mr. Nguyen Tan Tuan.
The Chairman of the People’s Committee of Khanh Hoa province also emphasized that the results that the province has achieved are not only due to the determination and efforts of the locality but also due to the guidance and direction of the Government, the Prime Minister based on the close adherence to the resolutions and conclusions of the Party Central Committee and the National Assembly. The Government and the Prime Minister always uphold a high sense of responsibility to the Party, the State, and the people, always unite, unify, and unite to overcome all difficulties and challenges, actively innovate, be dynamic, and resolute in management and administration. The leaders of the Government and the members of the Government always bring into play the role and intelligence of the collective associated with promoting the individual responsibility of each member of the Government, grasping the situation, directing timely and sensitive handling of emerging issues.
Especially, the Government and the Prime Minister are always concerned, devoting a lot of time to direct the ministries, sectors, and localities to review, build, and complete laws, and set the key task of removing difficulties and obstacles, bottlenecks of the economy, creating favorable conditions for investment and business.

Important plans to attract investment
In leadership, guidance, and administration, the Chairman of the People’s Committee of Khanh Hoa province affirmed that the province always ensures close coordination, unity, and high determination of the entire political system, especially for major, difficult, and complex issues.
Also in 2023, Khanh Hoa province completed the work of developing plans and was approved by the Prime Minister for two important plans: the Khanh Hoa province plan for the period 2021-2030, with a vision to 2050 and the adjustment of the general plan for the construction of the Van Phong Economic Zone, Khanh Hoa province until 2040, with a vision to 2050.
These are two important plans that serve as a basis for attracting investment resources and creating momentum for the province’s economic and social development in the future.
In addition, the province has also focused on accelerating the construction progress of regulations within its jurisdiction. Specifically, Khanh Hoa province and the central government have issued all the regulations to implement the Resolution No. 55/2022/QH15 dated June 16, 2022, of the National Assembly on piloting some mechanisms and policies for the special development of Khanh Hoa province.
The important contents include piloting the separation of compensation, support, resettlement, and clearance projects from public investment projects; accelerating the progress of zoning plans in the Van Phong Economic Zone as a basis for attracting strategic investors; establishing the Khanh Hoa Fisheries Development Support Fund, etc.
According to this, in the future, the province will focus on effectively implementing important plans approved by the competent authorities, the provincial land use plan for the period of 2021-2025, the Khanh Hoa urban development program until 2030, with a vision to 2045, and the overall outline for building Khanh Hoa into a centrally-run city.
At the same time, it will implement with maximum efficiency the mechanisms and policies for the special development of Khanh Hoa province according to the Resolution No. 55/2022/QH15 dated June 16, 2022, of the National Assembly.
Actively invite secondary investors to fill existing industrial parks and clusters, and accelerate the construction and completion of industrial parks and clusters according to the plan.
Focus on completely handling projects outside the state budget that are behind schedule to promote the province’s economic and social development resources.
In addition, the province will effectively implement the medium-term public investment plan for the period of 2021-2025 and focus on accelerating the progress of implementing key projects, inter-regional projects, especially expressways, projects under the Economic Recovery and Development Program, and investment projects based on the Resolution No. 09-NQ/TW dated January 28, 2022, of the Politburo on the construction and development of Khanh Hoa province until 2030, with a vision to 2045, and the Resolution No. 42/NQ-CP dated March 21, 2022, of the Government.
The leaders of the People’s Committee also emphasized that in 2024, the province will actively and effectively restructure the economy in connection with renewing the growth model, improving productivity, quality, efficiency, and competitiveness.
