Vietnam’s youngest city selects a 33km2 district with over 50,000 residents as its development hub

The city of Binh Duong, ranked fourth in the province, is set to develop in five main directions, following Thuan An, Di An, and Thu Dau Mot cities.

Tan Uyen is a city located in the eastern part of Binh Duong province, bordering major cities, towns, and districts including Bien Hoa City and Vinh Cuu District of Dong Nai Province; Thu Dau Mot City, Di An City, Ben Cat Town, and Bac Tan Uyen District of Binh Duong Province.

On April 10, 2023, the resolution to establish Tan Uyen City officially came into effect. From now on, Tan Uyen becomes the youngest city in Vietnam.

Tan Uyen City is newly established based on the entire natural area of 191 km2 and a population of over 466,000 people of the former town, along with 12 administrative units including 10 wards and 2 communes.

This is the 4th city of Binh Duong province, following Thu Dau Mot City, Di An City, and Thuan An City. As a result, Binh Duong becomes the second locality after Quang Ninh to have 4 cities under the province. Therefore, Quang Ninh and Binh Duong are the two provinces with the most dependent cities in the country.

Polycentric city with a 33km2 wide ward as the center

By the end of January 2024, Chairman of the Binh Duong Provincial People’s Committee Vo Van Minh signed Decision No. 182 / QD-UBND approving the overall adjustment plan for the general planning of Tan Uyen City until 2040.

Accordingly, by 2030, this city will be an industrial – service – agricultural urban area combined with eco-tourism. By 2040, it will be a service – industrial – regional transport hub and agricultural urban area combined with eco-tourism. In which, the industry will develop towards clean industry and high technology.

According to the approved plan, Tan Uyen urban areas will continue to develop according to a polycentric model with Uyen Hung ward existing as the center. This ward has a total area of ​​33.34 km² and a population of 52,873 in 2021, with a population density of 1,586 people per km².

Develop the Northeast to develop industrial zones based on expanded Nam Tan Uyen Industrial Park connected to VSIP III. The Southeast area forms a port urban area based on the development of Thanh Phuoc port connected to Thai Hoa port. The Southwest area renovates existing urban areas and areas along both sides of the Di An – Loc Ninh railway line, prioritizing development along the main urban axis along routes DT.746, DT.742. The Northwest area retains VSIP II Industrial Park, develops new urban areas along Ring Road 4 and route DT.742, Thanh Hoi commune and Bach Dang commune develop urban agriculture combined with eco-tourism, develop ports along the Dong Nai River.

The plan also guides that Tan Uyen City will have 6 urban areas, including the administrative – service center urban area covering more than 1,990 hectares (the core area of ​​about 390 hectares) including part of Uyen Hung ward and Khanh Binh ward. This urban area takes the center of Tan Uyen City as the nucleus of development spreading through main urban routes. From there, develop services – commerce, finance – banking, culture, education, entertainment.

Tan Uyen also plans a port – logistics urban area with an area of ​​about 2,286 hectares in Thanh Phuoc ward and part of Thai Hoa ward and Khanh Binh ward. The function of the port and logistics urban area serves industrial parks in the province and surrounding areas. In particular, the district core area of ​​330 hectares invests in Thanh Phuoc port, Thai Hoa port and develops regional commercial services, logistics services, develops low-density types combined with green parks along the Dong Nai River, Cai Stream…

The city aims to be recognized as a grade II urban area before 2025, basically meet the criteria of a grade I urban area before 2030, and move towards building Tan Uyen City as a smart, civilized, and modern city. To realize this goal, the city is prioritizing resources to invest in many urban infrastructure projects to create a clean and modern urban appearance.

A series of infrastructure projects boost development

According to the development orientation, by 2025, the city will focus on investing in several key infrastructure projects such as Ho Chi Minh City – Chon Thanh Expressway, Ring Road 4, Thanh Phuoc port road and Bach Dang 2 bridge, expanding DT.742, DT.747A, investing in service and public works to ensure the criteria of grade II urban area.

By 2030, the city will continue to invest in technical infrastructure of major roads such as Uyen Hung – Thu Dau Mot boulevard, Nam Tan Uyen boulevard, Thanh Phuoc port road, Thanh Hoi 2 bridge, build urban development areas along Ring Road 4, continue to invest in logistics infrastructure combined with river ports.

By 2040, build the Ho Chi Minh City – Loc Ninh railway and the system of stations in Phu Chanh area; continue to complete the transportation system and urban development areas, transform the functions of production facilities outside industrial parks into commercial service areas, social welfare works.

In terms of economic indicators, in 2023, the economic structure of the city is transitioning in the right direction: Industry (62.3%) – Services (36.61%) – Agriculture (1.09%). The value of industrial production and construction is estimated to increase by 13.14% compared to 2022. The value of trade – services is estimated to increase by 23.27%. By January 31, 2024, the disbursement value of public investment capital in 2023 will reach 99% of the plan.

It is noteworthy that the development of Tan Uyen’s economy is closely linked to the activities of large-scale industrial parks in the area, especially in fields such as wood processing, logistics…

Tan Uyen currently has two VSIP Industrial Parks, the largest in Binh Duong and the whole country, which are VSIP II Industrial Park with a scale of 2,045 hectares and VSIP III Industrial Park with over 1,000 hectares, with an expected total investment in infrastructure of 6,407 billion VND.
