Minister Nguyen Chi Dung: Creating a new space for the development of Ha Giang’s economy

Speaking at the announcement conference of the Ha Giang Provincial Planning for the period 2021-2030, with a vision to 2050, held on February 18 in Ha Giang, Minister of Planning and Investment, Nguyen Chi Dung, said that planning work plays a crucial role and is likened to a pioneer soldier opening the way. It is a precious opportunity to create a space for development and new momentum for the country, regions, and localities.

So far, the national basic planning system has been completed; currently, 60 out of 63 province/city planning has been completed; including 55 out of 63 province/city plans that have been approved by the Prime Minister.

At the conference, Minister Nguyen Chi Dung emphasized that Ha Giang is a mountainous province, a strategic and important border area, and a “frontier” of the country in ensuring national defense, security, forest protection, and water security.

The province is the gateway to the North, conveniently connected to the Chinese provinces of Guangxi and Yunnan; has a rich tourism potential, especially experiential, ecological, and resort tourism; has many scenic spots, landscapes, relics, traditional festivals, and historical sites.

In addition, Ha Giang also faces challenges and difficulties such as hilly and rugged terrain, remote and far from major economic centers of the country, limited development space; a small economy, an agricultural-based economic structure, low labor level, and low labor productivity; extremely difficult transportation infrastructure; many areas such as border economy, tourism development have not corresponded to the potential, lacking sustainability.

Identifying the importance of planning in socio-economic development; with a sense of responsibility, dare to think, dare to do, overcome difficulties and challenges, the Party Committee, government, and people of Ha Giang province have focused on building and submitting the Ha Giang Province Planning to the Prime Minister for approval in Decision No. 1339/QD-TTg dated November 13, 2023.

“The Ha Giang Province Planning clearly reflects the direction of development in border gate economy, cross-border trade, meeting the trend of opening and international integration, becoming a transit hub, import-export of goods, developing trade, services, tourism, and culture,” Minister Nguyen Chi Dung emphasized.

This not only helps Ha Giang break through, develop, but also has the mission of connecting for the development of localities in the region as well as provinces in the whole country.

Therefore, it is necessary to develop tourism in a professional, quality, efficient, green and sustainable manner associated with ecology, culture, creating uniqueness, differentiation, and attractiveness. Develop distinctive agriculture according to the high-quality commodity value chain; at the same time, develop high-tech industry, environmentally friendly, creating high-value and high-quality products.

Although the Ha Giang Province Planning has been approved, the immediate path to implement the planning is extremely important and still faces many challenges and difficulties; at the same time, this is also a precious opportunity to pave the way for Ha Giang’s development.

The industry commander of the planning and investment sector suggested that Ha Giang should pay attention to some issues: first of all, it is necessary to closely follow the directives and governance of the Party, the Government, and the Prime Minister to timely and effectively implement the tasks and solutions of the province on economic – social development, national defense – security. At the same time, strengthen cooperation and linkage in economic development with provinces in the Central Northern Mountains region and the Red River Delta region.

Moreover, an important issue is to mobilize resources well for implementation. The province must maximize the use of support resources from the Central government, combined with mobilizing internal resources; at the same time, enhance the mobilization of resources from outside, from organizations, business community, and people through promotion, promotion, and investment attraction to implement the planning.

In the process of implementing the planning, Ha Giang needs to pay special attention to the efficient and effective use of resources, resources, especially land. Actively research, build, and improve breakthrough mechanisms and policies; identify key, focal points, and prioritize investment in strategic projects, dynamic projects with large spillover effects and direct impacts on economic – social development goals.

Along with that, Ha Giang needs to urgently build a Plan to implement the planning, determine the focus, progress, and resources to implement the programs, projects in the planning; review, establish, adjust, and implement detailed planning, specialized technical planning in accordance with regulations, ensure consistency, and coordination with provincial planning.

In addition, focus on training and developing human resources, attracting talents, promoting innovation, research, application of science and technology in development. At the same time, pay attention to maintaining and promoting the unique cultural identity of Ha Giang; develop people, improve the quality of life of the people; comprehensive management of resources and environmental protection, biodiversity conservation; proactively respond to climate change.

On the other hand, the province needs to strengthen leadership, guidance of Party committees, and governments at all levels, focus on administrative reform; innovate working styles, tighten discipline, administrative discipline. Along with that, focus on solving difficulties, obstacles, creating favorable conditions for economic components; in which, especially pay attention to promoting the development of the private economy; mobilize and effectively use resources for rapid and sustainable development.
