Deputy Prime Minister Tran Hong Ha inspects and accelerates the progress of two key infrastructure projects, strategic in nature.

On the morning of February 17th, Deputy Prime Minister Tran Hong Ha and his delegation conducted an inspection of the construction progress of the Diễn Châu-Bãi Vọt expressway section, part of the Bac-Nam Eastward highway project phase 2017-2020, and the 500 kV Quảng Trạch-Quỳnh Lưu power line, part of the 500 kV circuit 3 Quảng Trạch-Phố Nối power line project.

Deputy Prime Minister Tran Hong Ha visited the construction site and acknowledged the efforts, responsibilities, and achievements of the ministries, departments, central and local agencies, investors, project management boards, contractors, and staff of workers in the implementation of the projects.

Deputy Prime Minister required localities, investors, contractors, consulting and supervising units to continue strictly implementing the Prime Minister’s direction with the Deo Chau-Bai Vot expressway and the 500 kV circuit 3 power line, in accordance with the spirit of “discuss only doing, not discussing retreating, seizing the opportunity, working urgently, overcoming the sun, overcoming the rain, working in 3 shifts, 4 teams, working continuously through holidays, through Tet”, ensuring progress, quality, technicality, aesthetics of the projects, ensuring safety, hygiene, environment, prevention and control of corruption, negativity, waste.

After inspecting the site, Deputy Prime Minister will chair a meeting with relevant ministries, departments, agencies, units, and localities to discuss the implementation of the above-mentioned two key projects to continue resolving difficulties, obstacles, and processing proposals and suggestions.

Actively implementing the Prime Minister’s instructions

Regarding the 500 kV Quang Trach-Quynh Luu power line, Deputy Prime Minister inspected the construction progress at position 345 in Nam Thanh commune, Nam Dan district, Nghe An province, and position 175 in Cam Thach commune, Cam Xuyen district, Ha Tinh province; presented gifts, encouraged, and visited officials, workers, and employees participating in the project.

The 500 kV circuit 3 project includes 4 component projects, with a total length of 514 km from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment capital of about 23,000 billion VND (nearly 1 billion USD). These projects all started construction in October 2023 and January 2024.

The Prime Minister Pham Minh Chinh requested that this power line must be completed by June 2024 to increase power supply to the North, avoiding local power shortages, such as the early summer of 2023.

Previously, on January 27-28, 2024, the Prime Minister directly inspected construction sites and chaired an online meeting with 9 localities where the projects pass through (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh).

Immediately after the meeting, the ministries, departments, units, EVN, EVNNPT, and Project Management Boards of power projects in the North and Central regions proactively and urgently implemented the assigned tasks according to the conclusions of the Prime Minister.

Construction work is being simultaneously implemented throughout the route; many difficulties and obstacles have been resolved by cooperating units; the construction units have also complied with the commitments with the Prime Minister.

According to the report of EVNNPT, up to now, a total of 1,114/1,180 (94%) foundation locations have been handed over. From January 28, 2024, to February 16, 2024, an additional 38 foundation positions were completed, and 421 foundation positions were constructed; 733 foundation positions were handed over.

Notably, EVNNPT and the contractors proactively contacted and worked with the authorities of all provinces, districts, and some communes to maximize the use of local resources to carry out the “4 on-site” work as directed by the Prime Minister, including on-site material supply, on-site labor, on-site construction equipment, contractors, and on-site compensation forces. For example, at position 345, the units reported to the Deputy Prime Minister that there were 45 local employees participating in the construction.

However, the biggest obstacle currently facing the project is the procedure for converting forest land, temporary roads serving construction of each component project; there are also difficulties in mobilizing construction equipment…

The Deo Chau-Bai Vot project strives to make up for lost time

On the same morning, Deputy Prime Minister Tran Hong Ha inspected the progress of the Deo Chau-Bai Vot expressway project at the intersection with National Highway 46B; presented gifts, encouraged, and visited officials, workers, and employees at the construction site.

Together with the Cam Lam-Vinh Hao section, the Deo Chau-Bai Vot section is a component project of the North-South expressway scheduled for completion in 2024.

Previously, in Directive No. 06/CT-TTg on February 15, 2024, on urging the implementation of key tasks after the Lunar New Year of the Giap Thin 2024, the Prime Minister requested strengthening inspections and urging investors, contractors to concentrate resources, organize work in “3 shifts, 4 teams” to ensure the completion of the two component projects of the Deo Chau-Bai Vot section, Cam Lam-Vinh Hao section according to the required schedule.

The Deo Chau-Bai Vot project has a length of 49.3 km passing through 2 provinces of Nghe An and Ha Tinh. It is a BOT project with a total investment capital of 13,339 billion VND, an estimated construction time of 3 years, completion in May 2024, toll collection and operation for 16 years and 6 months.

By now, the project has basically completed land clearance; the value of the output of the contractors is 6,157/8,595 billion VND, equivalent to 72% of the contract value.

In the past time, the Ministry of Transport has regularly inspected and assessed the progress and directed investors and construction units to concentrate all resources, work in “3 shifts 4 teams” to make up for the initial time of the project (about 18/36 months) not constructed because the project enterprise was involved in credit contract signing procedures. Therefore, in 2023, the construction contractors have made certain changes and achieved some results, but the progress of some items does not meet the requirements.

With the investment proposals of investors and related localities regarding investing immediately in the left tunnel branch of the Than Vu (Phase 1 currently only builds the right branch, while the left branch is planned to be invested later) and building additional interchange to open up new development space, maximize project efficiency, Deputy Prime Minister Tran Hong Ha acknowledged the proposals and requested the agencies to conduct careful research, calculate overall effectiveness, and report specifically at a meeting after the site visit.
