On February 19th, the groundbreaking ceremony for the Bac – Nam Highway Connecting Road Project and National Highway 1A to Nghi Son Port was held in Tuong Son commune, Nong Cong district by the Management Board of Investment in Construction of Nghi Son Economic Zone and Industrial Zones.
The ceremony was attended by Mr. Do Trong Hung, Secretary of the Provincial Party Committee, Mr. Do Minh Tuan, Chairman of the Provincial People’s Committee of Thanh Hoa, leaders of departments, localities, and construction contractors, as well as the people involved in the project.
The Bac – Nam Highway Connecting Road Project and National Highway 1A to Nghi Son Port have been approved for investment by the Chairman of the Provincial People’s Committee of Thanh Hoa in Decision No. 4430/QD-UBND dated December 13th, 2022, with a total investment of VND 1,345 billion.
According to the design documents, the project is divided into 2 routes. Route 1 is the provincial road 512 from National Highway 1A to Tho Xuan – Nghi Son road with a length of 10.4 km. The starting point is at Km 356+200 which borders Tan Dan ward, Nghi Son town. The ending point is at Km 49+487 which connects with Provincial Road 506 in Tuong Son commune, Nong Cong district. Route 1 passes through Tan Dan, Hai An wards, Ngoc Linh, Anh Son, Cac Son communes, Nghi Son town, and Tuong Son commune, Nong Cong district.
Route 2 is the Nghi Son – Bai Tranh road section from Ho bridge to the Bac – Nam Highway on the East side, with a length of 3 km (located in Tan Truong commune, Nghi Son town). The starting point is at the intersection of Nghi Son – Bai Tranh road and National Highway 1A. The ending point connects with the Nghi Son – Bai Tranh intersection of the Bac – Nam East Highway project, section QL 45 – Nghi Son.
The land area used is about 47.7 ha (39.3 ha in Nghi Son town and 8.3 ha in Nong Cong district). The entire project consists of 11 intersections and 8 bridges. Route 1 includes 7 bridges with a total width of 13m (including Keh Than bridge, Dong Ly bridge, Mau river bridge, Lang Bai bridge, Bong Thon bridge, DT.506 overpass, and railway bridge) and route 2 includes a railway overpass.
The investment objective of this project is to gradually complete the transportation infrastructure in the area, attract investors to invest in Industrial Zones in Nghi Son Economic Zone, and contribute to the socio-economic development of the province in general and the areas covered by the project in particular.
The project is being implemented to meet the standards of a grade III road with a design speed of 80km/h. The project is being constructed by contractors including Hoang Tuan Co., Ltd., Thanh Hoa Bridge Construction Joint Stock Company, Central Construction Corporation Joint Stock Company, and Huy Hoan Construction and Trading Investment Joint Stock Company – Vietnam ASEAN Joint Stock Company.
Speaking at the ceremony, Mr. Mai Xuan Liem, Deputy Chairman of the Provincial People’s Committee of Thanh Hoa, emphasized that the road plays a role as a regional interconnecting transportation axis and a direct international transportation route connecting National Highway 1 and the Bac – Nam Highway. After completion, the road will shorten travel time between the western districts of the province and Nghi Son Economic Zone, ensuring smooth transportation for goods and passengers, creating a connected transport network linking the Bac – Nam Highway, Nghi Son – Tho Xuan road, and other roads in the area with Tho Xuan Airport and Nghi Son Port.
In addition, the project will facilitate convenient transportation for industrial zones along the route (including Industrial Zone 3, 4), as well as enhance connectivity for coastal tourism.
To ensure that the project is completed on schedule and put into operation in 2025, Mr. Mai Xuan Liem requested the Management Board of Investment in Construction of Nghi Son Economic Zone and Industrial Zones, provincial departments, district-level authorities, political and social organizations, and all units associated with the road to fulfill their responsibilities as regulated in investment and construction, organize construction to ensure quality, aesthetics, progress, environmental safety, and labor safety.
The contractors expressed a high sense of responsibility and urgency in organizing construction works, improving work methods, mobilizing modern equipment and technology for construction; thereby increasing productivity, quality, and labor efficiency, and striving to exceed the set schedule.
The project owner is urged to actively resolve difficulties and obstacles during the implementation process, especially timely review of material mines in the area to ensure timely and sufficient supply for the project, avoiding delays caused by insufficient material supply.
At the same time, the Department of Transport, the Department of Planning and Investment, the Department of Finance, the Department of Natural Resources and Environment, and relevant units are tasked with proactively coordinating with the project owner to promptly resolve issues related to the project; provide timely advice on capital allocation and policies related to land clearance… The Provincial Police direct local police to advise the Party committees and authorities of the localities through which the project passes to develop security plans for the entire project area.
Deputy Chairman of the Provincial People’s Committee of Thanh Hoa instructed the People’s Committee of Nghi Son town and Nong Cong district to continue disseminating information so that people understand the significance and importance of the project, reach a consensus on compensation and land clearance, and create the most favorable conditions for project construction.
They are urged to promptly organize the clearance of the remaining sections and hand over the land to the construction units in accordance with the approved schedule. They are also urged to promptly build resettlement areas to arrange resettlement for households subject to relocation, ensuring the stability of people’s lives.
