Abandoned 15-year-old student dormitory project worth 860 billion VND: A closer look

The student dormitory project in Ninh Binh was initiated in 2009, with a total investment of over 860 billion VND, to provide accommodation for more than 7,600 students in the area. However, up until now, the project remains unfinished and abandoned, causing unnecessary wastage.

In September 2009, the People’s Committee of Ninh Binh Province issued Decision No. 1015/QD-UBND approving the Student Dormitory Project with an area of ​​11.29 hectares in Ninh Binh City. The project is invested by the Department of Construction of Ninh Binh Province. The project includes 4 blocks of 5-story buildings and auxiliary works to meet the accommodation needs of 7,680 students from 7 universities and colleges in the province.

The total investment capital of the project is 862 billion VND, of which 835 billion VND is sourced from Government bonds, and the remaining amount is from the local budget. The project is expected to be completed in 2013. Currently, the completed volume of work has reached 466 billion VND, with allocated and disbursed capital of 390 billion VND. However, due to the suspension of Government bond funding, the project had to be temporarily stopped.

Currently, although part of the construction has been completed, the entire project cannot continue due to a lack of funding. The completed buildings are deteriorating with overgrown weeds and moss-covered walls. The Department of Construction of Ninh Binh Province has reviewed and adjusted the project according to the proposal of the People’s Committee of Ninh Binh Province.

In 2013, the Prime Minister directed the adjustment of the Concentrated Student Housing Area Project in Ninh Binh Province Phase 1, which is included in the list of student housing development projects using Government bond funding in 2009 under the authority of the Provincial People’s Committee of Ninh Binh.

Based on the Prime Minister’s instructions, in 2016, the People’s Committee of Ninh Binh Province issued a directive to address some issues related to the adjustment of the Concentrated Student Housing Area, including adjusting the function of social housing for the poor, policy beneficiaries, low-income individuals, and student dormitories.

Specifically, Blocks B and C will be used as the Ninh Binh Tumor Hospital, and the land area will be supplemented for the construction of technical and special treatment areas, as well as for future development of the hospital. As for the remaining 2 blocks (A and D), they will be renovated for use by the Ninh Binh College of Health Sciences; some parts will be used as student dormitories and managed by the College of Health Sciences according to regulations. However, the project has not resumed development to date.

The delay in the project implementation and the abandonment of the student dormitory in Ninh Binh have caused significant waste, leaving the local residents feeling regretful. This delay not only affects the accommodation needs of students but also creates a negative image of local government management and project implementation.
