Unauthorized transfer of a part of VSIP Bac Ninh project
The Bac Ninh provincial inspectorate has issued Announcement No. 11/TB-TTr.NV4 regarding the inspection of the investment, construction, and business project of VSIP Bac Ninh Urban Area and Services Zone invested by De Tam Joint Stock Company.

According to the Bac Ninh Inspectorate, De Tam Joint Stock Company is the transferee in a part of the investment, construction, and business project of VSIP Bac Ninh Urban Area and Services Zone invested by VSIP Bac Ninh Limited Liability Company. The project is located in Dinh Bang Ward, Phu Chan Commune, Tu Son Town (now Tu Son City), Bac Ninh Province.
In relation to this project transfer, VSIP Bac Ninh Limited Liability Company is responsible for the existing limitations in investment, land use, and project transfer, specifically:
Firstly, VSIP Bac Ninh Limited Liability Company signed a transfer contract for a part of VSIP Bac Ninh Urban Area and Services Zone project with De Tam Joint Stock Company without the consent document of the provincial People’s Committee.
Secondly, VSIP Bac Ninh Limited Liability Company handed over land (1,000 m2) to De Tam Joint Stock Company before the provincial People’s Committee issued a decision on land revocation and allocation that does not comply with Article 53 of the Land Law 2013.

The Bac Ninh provincial inspectorate has issued Announcement No. 10/TB-TTr.NV4 regarding the inspection of the investment, construction, and business project of VSIP Bac Ninh Urban Area and Services Zone invested by Binh Duong Commercial and Investment Joint Stock Company.

According to the Bac Ninh Inspectorate, Binh Duong Commercial and Investment Joint Stock Company is the transferee in a part of the investment, construction, and business project of VSIP Bac Ninh Urban Area and Services Zone invested by VSIP Bac Ninh Limited Liability Company.
The project is located in Dinh Bang Ward, Phu Chan Commune, Tu Son Town (now Tu Son City), Bac Ninh Province.
The Bac Ninh Inspectorate concludes that according to Decision No. 18/QD-UBND dated January 13, 2022, approving the adjustment of the investment policy and determining the investor of the project, the progress of completing the construction of works on land in 2021 is approved. However, until now, the project has not been completed and put into operation, and the investment progress of the project has not been adjusted according to regulations.
Regarding this project transfer, the Bac Ninh Inspectorate holds VSIP Bac Ninh Limited Liability Company responsible for the existing limitations in investment, land use, and project transfer, specifically:
Firstly, VSIP Bac Ninh signed a transfer offer letter No. 0944/MKT dated June 21, 2011 with Binh Duong Company without the consent document of the provincial People’s Committee.
Secondly, VSIP Bac Ninh handed over land to Binh Duong Company before the provincial People’s Committee issued a decision on land revocation and allocation.
