Prime Minister Pham Minh Chinh attends conference on Tay Ninh provincial planning

In his opening remarks, Prime Minister Pham Minh Chinh expressed his admiration for the aspirations, determination and resolve of the Party Committee, government, military and people of Tay Ninh province throughout its history and in the development and implementation of the plan.

In his overall assessment of the planning work, the Prime Minister affirmed that the plan is based on new thinking and new approaches to create new values. The Prime Minister requested adherence to three important principles in planning work: adhering to the Party’s guidelines and policies and the State’s laws; basing on the actual situation of the locality, region, the country and the world, especially the distinctive potential, outstanding opportunities, competitive advantages; and basing on the needs and aspirations of the people and businesses.

The Prime Minister said that Tay Ninh has great potential, with the three factors of “favorable conditions, geographical advantages, and human harmony” to accelerate rapid and sustainable development: It is not affected by natural disasters or floods, has abundant freshwater resources; has relatively large land reserves for industrial and agricultural development compared to other provinces in the Southeast region; and has tourism potential. Tay Ninh people have a tradition of revolution, diligence, creativity, hard work, simplicity, and loyalty. The locality has a young labor force…

The Prime Minister requested that Tay Ninh province focus on implementing “One focus, two enhancements, three promotions.”

According to the Prime Minister, “One focus” is to mobilize and effectively utilize all legitimate resources to promote traditional growth drivers (investment, export, consumption); and to break into new growth drivers such as the green economy, digital economy, circular economy, sharing economy, knowledge economy, climate change response and sustainable development.

The Prime Minister said that “Two enhancements” are enhancing investment in human development (improving education, training high-quality human resources, developing talents, ensuring social security, leaving no one behind); and enhancing regional, inter-regional, domestic and international linkages through connecting transportation systems and production and supply chains.

According to the Prime Minister, “Three promotions” include: Promoting the development of a synchronous and comprehensive strategic infrastructure system (in terms of transportation, climate change response, digital infrastructure, healthcare, education, social welfare, etc.); promoting the development of industry serving processing, manufacturing, and the production and supply chain for the region and the world, especially those industries in which the locality has strengths; maximizing the exploitation of the locality’s distinctive potential and outstanding opportunities; and promoting the application of science and technology, innovation, and start-ups in production and business to create jobs and stable and growing livelihoods for the people.

The Prime Minister also reminded Tay Ninh of five “ensurances” in implementing the plan. These are to ensure compliance with the plan; ensure the consistency of the plan; ensure the linkage of the plan; ensure the stability, continuity, and development of the plan; and ensure the flexibility and expandability of the plan…

At the conference, Mr. Nguyen Thanh Ngoc, Chairman of the Tay Ninh Provincial People’s Committee, presented the Plan that had been approved by the Prime Minister. Accordingly, by 2030, Tay Ninh will become a province with dynamic development, civilization, a good living environment, and good adaptation to climate change.

By 2050, Tay Ninh will become a province with an economy based on clean industry and high-tech agriculture.
