The People’s Committee of Lam Dong Province has issued a directive to the People’s Committees of Duc Trong, Di Linh, Bao Lam, Da Huoai districts, and Bao Loc City regarding the implementation of residential infrastructure investment projects and resettlement projects (KDC-TDC projects) for the Bao Loc – Lien Khuong and Tan Phu – Bao Loc expressway projects.
The Bao Loc – Lien Khuong and Tan Phu – Bao Loc expressway projects will expand connectivity for Lam Dong with Ho Chi Minh City, the Southeast region, and the South Central coast.
Accordingly, the People’s Committee of Bao Loc city is required to urgently study suitable and favorable locations to propose KDC-TDC projects or prepare other resettlement land funds to ensure the demand for resettlement. The proposed location must comply with construction plans, land use plans, and related plans.
It is responsible for comprehensively studying, proposing, and implementing KDC-TDC projects, ensuring that the implementation progress is consistent with the overall progress of the Bao Loc – Lien Khuong expressway construction project.
The Duc Trong District People’s Committee is requested to urgently establish, appraise, approve and adjust the general planning for new rural development in Lien Hiep and Phu Hoi communes to serve as a basis for detailed construction planning. Prepare detailed construction planning contents, feasibility studies, environmental reports, fire prevention and fighting measures, etc. to be implemented immediately when conditions are met.
The People’s Committees of Duc Trong, Di Linh, Bao Lam, and Da Huoai districts are requested to urgently establish, appraise, approve/adjust detailed construction planning for projects under their authority. Complete the documentation for feasibility studies, environmental reports, fire prevention and fighting measures, etc. to expedite the implementation progress.
The departments, branches, and relevant units should focus on resolving the dossiers, procedures and promptly instructing and supporting localities in implementing relevant procedures for project deployment.
Many obstacles need to be resolved for expressway projects
According to the Construction Department of Lam Dong Province, the 8 KDC-TDC projects are facing various obstacles which are grouped into 3 main categories: planning, environmental procedures, and other obstacles (capital, bidding, fire prevention and fighting measures, technical issues).
In terms of planning, the range of resettlement areas on Nguyen Thai Binh Street (Loc Phat Ward, Bao Loc City) belongs to the planning for exploration, exploitation, processing and use of minerals during the period of 2021-2030, with a vision to 2050, which has been approved by the Prime Minister in July 2023. Due to its inconsistency with higher-level planning, the locality has proposed not to continue implementation.
Resettlement projects for the two expressway routes are facing many obstacles that need to be resolved before starting construction in 2024.
Two out of three KDC-TDC projects in Duc Trong District have to wait for the new overall planning to implement detailed planning. The remaining projects (except for the resettlement area in Da Oai commune, Da Huoai District) are in the process of establishing new detailed planning or adjusting detailed planning, but the implementation progress of the localities is still slow.
In terms of environmental procedures, all projects are currently encountering difficulties due to the prolonged time for environmental procedures. Some forecasts and calculations of specific planning indicators do not meet the requirements of environmental protection laws.
Other remaining obstacles include untimely capital allocation; some files are still not commented by fire prevention and fighting management agencies; regulations on bidding, selection of contractors take a long time; inappropriate arrangement of wastewater treatment stations, causing additional earth barriers that affect areas outside the approved detailed planning scope; loss of VN.2000 coordinates.
Therefore, the Construction Department proposes that the Lam Dong Provincial People’s Committee extend the time to complete the documentation and procedures for the KDC-TDC projects to serve the Bao Loc – Lien Khuong and Tan Phu – Bao Loc expressway projects compared to the previously planned commencement date of March 31, 2024.
In particular, the 5 projects that need to complete procedures (1 in Da Huoai, 2 in Di Linh, 1 in Bao Lam, 1 in Duc Trong) will have their commencement time extended to June 30, 2024.
The remaining 1 project in Bao Loc City and 2 projects in Duc Trong District will have their commencement time extended to December 31, 2024.
The Tan Phu (Dong Nai province) – Bao Loc (Lam Dong province) expressway project, which is about 66 km long (55 km in Lam Dong), has a total investment of VND 17,200 billion (state capital of VND 6,500 billion, investment capital and mobilized capital from other sources of VND 10,700 billion) under the public-private partnership (PPP) model.
The Bao Loc – Lien Khuong expressway with a total investment of VND 19,521 billion (state capital of VND 7,761 billion, investment capital and mobilized capital of VND 11,700 billion) is being implemented under the PPP model. The total length of the project is about 74 km.
The Tan Phu – Bao Loc expressway is expected to commence construction in the third quarter, and the Bao Loc – Lien Khuong expressway is expected to commence construction in the fourth quarter of 2024.
