To ensure the highest quality, efficiency, and feasibility of the Ho Chi Minh City planning, Minister of Planning and Investment Nguyen Chi Dung believes that it is necessary to focus on addressing 5 key issues.

The above content was mentioned at the consultation conference on the planning of Ho Chi Minh City in the period 2021-2030, vision to 2050, on February 28.

National super growth

Emphasizing the potentials, advantages, as well as the development bottlenecks, Minister Nguyen Chi Dung has suggested the contents for the delegates to discuss and help the city build the highest quality plan, creating opportunities for development in the upcoming period.

The first is breakthroughs in the planning period. Specifically, the content and essence of the proposed breakthroughs are strong and appropriate to the current development goals and challenges of the city.

The second is to determine the viewpoints, objectives, scenarios, vision, and mission of the city in the planning period. Specifically, the targets are sufficient for Ho Chi Minh City to continue being the national super growth (as identified in Resolution No. 81/2023/QH15 on the national master plan for the period 2021-2030, vision to 2050, issued by the National Assembly on January 9, 2023).

The third is to determine the economic sectors and prioritize the solutions for their development. Specifically, the issues of guiding the development of marine economic sectors, high-tech economy, Green economy, semiconductor industry, cultural industry, knowledge-based economy, circular economy, urban economy…

The fourth is to plan the organization of developmental space, including industrial corridors, urban areas, and services. The sub-regions, encouraged and restricted areas, as well as the super growth centers of the city, will play a central role. In particular, it is necessary to build an international financial center associated with the city’s development space.

The fifth is to plan the technical infrastructure development of the city, including the issues of developing and utilizing underground space effectively, transportation infrastructure, digital infrastructure, and the planning and development of the international transshipment port in Can Gio.

The Minister of Planning and Investment highlighted the breakthrough solutions to address the current challenges of traffic congestion, environmental pollution, and flooding; ensuring the city’s water security.

Leading, guiding, and spreading

According to the draft plan presented at the conference, Ho Chi Minh City has a strategically important geographic location and favorable natural conditions for socio-economic development. The population scale, labor force, land, and large urban system meet the growth and development needs of a sustainable super city in the future.

However, environmental pollution in the city is increasing, the negative impacts of climate change, overloaded concentration, and high input for production leading to reduced competitive capacity.

In addition, there are still many shortcomings in the planning and implementation of the plan, the urban spatial structure is not suitable for a large and super city in the future, not fully exploiting the potentials and advantages of a riverside and coastal city.

Participating in the opinions at the conference, delegates highly appreciated the content of the planning draft, in accordance with Decision No. 642/QD-TTg dated May 26, 2022, by the Prime Minister approving the tasks of formulating the master plan for Ho Chi Minh City in the period 2021-2030, vision to 2050, specifically embodying the strategic development resolutions of the Party and the State during the planning period.

Emphasizing the determination of the city in planning and implementing the plan, Mr. Phan Van Mai, Chairman of the People’s Committee of Ho Chi Minh City, said that the city is determined to play the role of a major center for the country’s economy, culture, and society, especially in the context of international integration and competition. Ho Chi Minh City identifies its role and position in the development of the country, therefore, this plan must identify all bottlenecks, restrictions, exploit all potentials, spaces, and new driving forces.

Based on the contributed opinions, Phan Van Mai said that he will direct consulting agencies and relevant agencies to urgently study and absorb these opinions to improve the planning draft and contribute to the development, becoming the super growth of the region and the country, with an outstanding position in Southeast Asia.

Recognizing the contributed opinions, Minister Nguyen Chi Dung once again emphasized that Ho Chi Minh City must lead and spread. The city is the super growth of the dynamic southern region in the national plan, becoming a sustainable global city.

Minister Nguyen Chi Dung believes that with a new mindset, approach, and breakthrough vision, aligned with the issued guidelines, appropriate to the practical conditions of the city, and in line with the general trends of the region and the world, this plan will contribute significantly to the breakthrough development of Ho Chi Minh City in the future./.
