Project component 3 of Bien Hoa – Vung Tau Expressway expected to reach destination ahead of schedule by 3 months.

To ensure immediate exploitation of the project upon completion, the province of Ba Ria - Vung Tau proposes the addition of a "Get It Now" button at the project's starting point.

On March 6, the National Assembly’s supervision delegation worked with Ba Ria – Vung Tau province regarding the implementation of Resolution No. 43 of the National Assembly on financial and monetary policy, support for the economic and social recovery and development program, and the Resolution of the National Assembly on some national key projects until the end of 2023.

The working delegation included Mr. Le Quang Manh, member of the Central Party Committee, member of the National Assembly’s Standing Committee, Chairman of the National Assembly’s Financial and Budget Committee; leaders of the Ethnic Council and Committees of the National Assembly; leaders of Ba Ria – Vung Tau province.

During the visit, the delegation surveyed the progress of Component 3 of the Bien Hoa – Vung Tau expressway and the Hac Dich neighborhood resettlement area in Phu My town.

Mr. Nguyen Van Trinh, Director of the Traffic Management Board for the Cai Mep – Thi Vai area (the investor of the Bien Hoa – Vung Tau expressway project), said that along the entire route with a length of 19.5km, the joint venture of 3 contractors, including Son Hai Group Joint Stock Company – Hoa Binh Joint Stock Company – 703 Investment and Construction Joint Stock Company, has mobilized 350 devices and 500 personnel for the implementation of 15 construction fronts. The accumulated value of Component 3 construction work has reached over VND 240 billion, equivalent to 13%.

The project has spread stone foundation on multiple sections.

Ba Ria – Vung Tau province directed to accelerate the progress, expecting to complete the technical interchange in September 2025. Up to now, the unit has excavated and created a road surface of over 17km, stone foundation layer 1 of 5km, and stone foundation layer 2 of 1km. The locality has also handed over 2 material quarries to the construction unit, ensuring sufficient supply for the project.

With the current progress, according to the investor, it is expected that Component 3 of the Bien Hoa – Vung Tau expressway project will be completed 3 months ahead of schedule.

To ensure that the project can be put into operation immediately after completion, even when Dong Nai province has not finished, Ba Ria – Vung Tau province proposed to add an immediate interchange at the project’s starting point.

“This interchange will connect with Phuoc An Bridge and Ring Road 4, creating convenience for transportation,” said Mr. Nguyen Van Trinh.

The joint venture of contractors simultaneously implements 15 construction fronts.

Talking about the specific contracting mechanism for the project, Mr. Nguyen Van Trinh said that previously the Vice Chairman of the People’s Committee of Ba Ria – Vung Tau province had directly studied and learned from the experience as well as assessed the capacity of contractors.

Thanks to the specific contracting mechanism, the implementation period of the bidding packages has been shortened, and the project has been rapidly and efficiently implemented to ensure progress.

During the survey of the projects, Mr. Le Quang Manh, Chairman of the National Assembly’s Financial and Budget Committee, highly appreciated the progress of project implementation as well as the resettlement area’s layout, which is clean and modern.

After listening to the proposals of the locality, Mr. Le Quang Manh expressed strong support and the working delegation will report to the National Assembly.

In the afternoon of the same day, the delegation continued to work with Ba Ria – Vung Tau province regarding financial and monetary policies to support the local economic and social recovery and development program.

The Hac Dich resettlement project has 614 resettlement plots on an area of over 10ha. Each plot has an area of over 100m2, and there are currently 37 households from the Bien Hoa – Vung Tau expressway project resettled here.

“The land clearance and resettlement work for the people is convenient. The cleaning and maintenance of the infrastructure in the relocated area of the town have also been properly arranged. There are parks and complete infrastructure including markets, schools to provide benefits for residents,” said Mr. Nguyen Van Tham, Chairman of the People’s Committee of Phu My town.
