Speaking at the 7th session of the Vietnam Chamber of Commerce and Industry (VCCI) Executive Board Meeting, on March 8th, Mr. Nguyen Quang Vinh, Vice Chairman of VCCI, stated that in 2023, there are many unfavorable factors in the global and domestic economy and politics, which have created difficulties and challenges for the economy.

The business community is also facing great difficulties, with the number of businesses withdrawing from the market continuing to remain high and increasing by 20% compared to the same period in 2022, and many industries are still experiencing decline without signs of recovery…

In the context of such difficulties and challenges, VCCI has maintained the spirit of accompanying the business community, implementing the mission of connecting and promoting sustainable, civilized, integrated, and globally competitive enterprises.

Specifically, VCCI has provided input in the construction of laws and policies, promoting administrative procedure reforms, and has completed a large volume of work with high quality, which has had a significant impact on the development of enterprises and the economy.

In 2023, VCCI has contributed comments on 406 draft legal documents related to enterprises, including many important and large-scale laws, such as the draft Land Law (amended), the draft Social Insurance Law (amended), providing feedback on the VAT reduction policy, the Decree on the amendment of invoices and documents, etc.

At the same time, VCCI has supported the development of businesses, continuously improving their quality and efficiency, and innovating their forms and content, in order to meet the practical needs of businesses to revive their production and business activities, seize opportunities for recovery and development after the pandemic.

The work of connecting and assisting businesses in international integration has been further strengthened: VCCI has established 4 databases on laws and trade defense practices in the US, India, EU markets; completed databases on trade defense related to the Canadian, Australian, and Philippines markets.

“The work plan for 2023 has been basically completed, achieving and surpassing the set targets in some areas, with revenues exceeding the planned targets by nearly 4%, and a 6% growth compared to 2022. We have also successfully implemented some additional tasks assigned by the Party and the State beyond the annual plan,” emphasized Mr. Vinh.

Entering 2024, the VCCI leadership believes that the Vietnamese economy still faces many difficulties and challenges. Therefore, in addition to the Government’s efforts in managing macroeconomic policies, the business community needs to be prepared, proactive, flexible, innovative, and seize opportunities to recover and break through in the new period.

As the voice of the business community, VCCI needs to continue playing its support role, accompanying businesses in overcoming difficulties, and effectively implementing 6 focal tasks and 3 strategic breakthroughs outlined in Resolution 13 of the Party Congress, aiming to achieve and exceed the targets set for the term.

In this regard, VCCI will focus on building and implementing its Action Program to implement Resolution 41-NQ/TW of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.

It will continue to strengthen dialogue mechanisms and its representative role towards the Government and the business community; propose and build various programs, projects, initiatives, and national tasks to improve the business environment and enhance the competitiveness of enterprises.

Efforts will be made to actively promote regional linkages, implement Resolution 57/NQ-CP of the Government on improving the regional economic-social linkage system through promoting the establishment of effective sub-regional linkage models and effectively implementing the “Highway Economic Connection” project; study the signing of cooperation agreements with localities to enhance the effectiveness of cooperation with local authorities in supporting businesses.

Furthermore, efforts will be made to enhance propaganda and establish a movement to practice the 6 Rules of Vietnamese Business Ethics.

Programs and national projects will be implemented to support businesses in improving their competitiveness, integrating with global value chains, and supporting Vietnamese enterprises in fulfilling their social responsibilities and achieving sustainable development.
